Party Central Committee Secretary Phan Dinh Trac: 60 officials under the Central Committee's management have been disciplined.

At the conference, Tien Ky commune voters highly agreed with the results of the recent National Assembly session. Tien Ky is commune 135 with nearly 1,400 households and about 6,000 people, of which 70% are Thai ethnic people. The poverty rate at the end of 2017 was more than 26% but is expected to be about 15% by the end of this year.
As a remote area of Tan Ky district, the socio-economic situation still has many difficulties. Voters of the commune have made many recommendations on policies to remove difficulties and promote development in all aspects of life.
Mr. Lo Ngoc Que - Party Secretary, Chairman of the Commune People's Council proposed to allocate capital to upgrade Provincial Road 534B to facilitate travel and transportation of goods for the people.
Voters in Que also proposed a policy to consider investing in poor households with labor to borrow interest-free capital to develop production.
Also related to this issue, voter Vi Xuan Cau suggested loosening conditions for young people to borrow capital for economic development because current regulations make it difficult to access capital sources.

Regarding poverty reduction, voter Truong Cong Binh suggested that there should be a regulation on the time to escape poverty such as within 3 or 5 years. Because in the current local reality, there are households that do not want to escape poverty to enjoy preferential policies of the State.
With the characteristics of a highland commune, difficult terrain, and population distributed across 12 hamlets and villages, voters of Tien Ky commune proposed appropriate criteria for merging hamlets and villages.
Voter Nguyen Kim Thu expressed his indignation at the fake war invalids and requested strict punishment. At the conference, voters also requested to increase allowances for non-professional cadres in communes, hamlets, and villages; cadres at all levels to increase contact and meetings to listen to people's opinions; continue to promote anti-corruption work;...
Acknowledging and appreciating voters' opinions, Mr. Phan Dinh Trac responded to voters' concerns and reflections.
Regarding the proposal to set a time limit for poor households to escape poverty, Party Central Committee Secretary Phan Dinh Trac assessed this as a good idea and said he would propose it to the Government.
Emphasizing that supporting the poor is “giving fishing rods, not fish”, the Head of the Central Internal Affairs Commission said that it is necessary to classify poor households to have appropriate support methods; at the same time, encourage people to work hard, actively develop production to improve their lives, not to wait or rely on others.

Dealing with corruption has no forbidden zones, no matter who the person is
Regarding anti-corruption work, Mr. Phan Dinh Trac said that since its establishment, the Central Internal Affairs Committee has submitted 633 cases and incidents for the Central Steering Committee on Anti-Corruption to monitor and direct, of which the Central Steering Committee alone directly directed 75 cases and 66 incidents.
Accordingly, 46 cases have been tried at first instance, with a total of 521 defendants, 10 defendants were sentenced to 11 death sentences, 20 defendants to 21 life sentences; 7 defendants were each sentenced to 30 years in prison, 18 defendants were sentenced to 20 years to less than 30 years in prison, and the remaining 154 defendants were sentenced to 12 months to less than 20 years in prison.
Regarding the remaining cases, Mr. Phan Dinh Trac said that the provincial level has been assigned to monitor and direct the handling. However, the Central Government still inspects and supervises the provincial level to see if the cases are handled seriously, correctly, and whether there is any cover-up for officials.

In addition, the Head of the Central Internal Affairs Commission said that, regarding officials involved in economic corruption cases, since the beginning of the 12th tenure, 60 officials under the Central management have been disciplined. The Central Inspection Commission has proposed to discipline two more officials and is waiting for the Secretariat and Politburo to decide.
Mr. Phan Dinh Trac affirmed that the Party and State leaders are very serious in fighting corruption, there are no forbidden areas, regardless of who the person is, if there are signs of committing a crime, they will be prosecuted and investigated; if the crime is concluded, they must be prosecuted and tried; if the case has not yet reached the level of criminal prosecution, it must be strictly handled according to Party and State discipline.

“State discipline must be commensurate with Party discipline and Party discipline must come first,” said the Deputy Head of the Central Steering Committee on Anti-Corruption, adding that there are cases that are being prosecuted and investigated and have also been disciplined by the Party.
