Analysis of the incident where a man showing signs of being high on drugs carried his child around on the roof, causing the child to fall to the ground, which occurred on the morning of November 21 in Tan Hoa block, Vinh Tan ward, Vinh city,Dr. Lawyer Nguyen Trong Hai - Head of Trong Hai and Associates Law Office said: The law does not have specific regulations for people who commit crimes while being stimulated by drug addiction or being high on drugs. However, people who commit crimes while intoxicated by alcohol or other strong stimulants are still criminally responsible.

In the incident that took place on the morning of November 21 in Vinh Tan ward, the above-mentioned man violated social relations, specifically the relationship regarding the health and life of a child protected by law. Therefore, for the above-mentioned behavior, if there are sufficient elements constituting a crime, this man may be subject to criminal liability for the crime of Intentional Infliction of Injury or even more seriously, he may be subject to criminal liability for murder (at the level of attempted crime). Depending on the circumstances in the case file, the competent authority will determine the crime according to the objective behavior that the man committed.

These acts not only hurt the child’s psychology, but also directly violate the rights of children protected by the United Nations Convention and Vietnamese law.

Previously, as Nghe An Newspaper reported at around 9:45 a.m. on November 21, many people gathered in front of a house in Tan Hoa block, Vinh Tan ward, Vinh city because they discovered a young man with unusual signs carrying a baby boy walking on the roof. While walking, he was screaming. At the same time, he held the baby's hands and feet, swinging them back and forth in the air many times, holding scissors and threatening to attack the baby.

Upon receiving the information, Vinh City Police organized forces to approach the scene, looking for an opportunity to rescue the child while trying to persuade the man to stop his behavior, but the subject became more aggressive. He continuously carried the child across many rooftops and threatened to throw him to the ground.

At around 11am, when the subject was carrying the child to the roof of the second floor of the house, he slipped and dropped the child from the roof onto the corrugated iron roof in front of the yard (about 5m high). After that, the man jumped down from the corrugated iron roof, picked up the child and dropped him onto the yard (about 4m high). Luckily, the police on duty below successfully caught the child safely. Immediately after that, the man was restrained by the police and put into the car. The subject was later identified as Le Ngoc Ha (born in 1985, residing in block 11, Hong Son ward, Vinh city). The child born in 2017 is Ha's son. On November 22, Vinh city police announced that they had detained Le Ngoc Ha for murder.
