Before that, at around 11:30 a.m. on November 19, Ms. VT T (26 years old, from Nghe An) drove her Hanoi-licensed car into the Thai Binh Provincial Police headquarters to take refuge. At the same time, a group of young men on motorbikes rushed in after her. Immediately after catching up, the group brought scissors, sticks, bricks... to cut Ms. Th.'s hair and smashed her car.

The group of suspects was identified as Pham Ngoc Hai (31 years old), residing in Vu Thu, Thai Binh; Pham Van Cuong (24 years old), residing in Kien Xuong, Thai Binh and Mai Xuan Nam (21 years old), residing in Quynh Phu, Thai Binh.

Initially, the police determined that Ms. T. drove from Hanoi to a man's house in Vu Hoi, Vu Thu, Thai Binh. There, a conflict arose between Ms. T. and the man's family. Ms. T. drove away and was chased by a group of suspects. Out of fear, Ms. T. drove straight into the Thai Binh Provincial Police headquarters to take refuge.

Here, some people brought scissors, sticks, bricks, etc. to cut hair, puncture tires, and smash Ms. T's car.

Thai Binh Provincial Police said that at the time the girl drove her car into the shelter, the gate of the Provincial Police Headquarters was open for people to leave after the morning work. The incident happened suddenly and quickly, but the police force was still able to control the suspects./.
