(Baonghean.vn) - The policy of upgrading Nghe An Leprosy Prevention and Dermatology Center to Nghe An Dermatology Hospital has been highly approved by the Ministry of Health and the Standing Committee of Nghe An Provincial Party Committee.

On the morning of December 7, the Provincial People's Committee held a meeting to listen to and give opinions on the Project to upgrade Nghe An Leprosy - Dermatology Center to Nghe An Dermatology Hospital. Nghe An Dermatology and Leprosy Control Center is a public service unit with revenue, currently self-financing a part of its regular expenses. Basically, the Center's revenue sources ensure the financial requirements to maintain and develop the unit. Currently, each year the Center examines and treats 42 thousand people; total revenue reaches nearly 14.3 billion VND.

The plan to upgrade to a hospital has been highly approved by the Ministry of Health and the Standing Committee of Nghe An Provincial Party Committee. The upgrade project was developed after receiving comments from departments and sectors on the previous draft and is based on the need for dermatological examination and treatment, the actual conditions of the locality as well as the ability to meet the demand for specialized human resources.

At the meeting, delegates highly agreed with the need to upgrade from a Center to a Hospital; focused on contributing ideas on preparing human resources, positions, finances... so that the project can be soon implemented to meet the health care needs of local people.

Concluding the meeting, comrade Le Minh Thong stated: Upgrading Nghe An Leprosy Prevention and Dermatology Center to Nghe An Dermatology Hospital is very necessary. The upgrade will solve the current practical difficulties of the center such as: many patients, limited technical services, many technical services cannot be paid by insurance, limited human resources, many patients are forced to transfer to other facilities.

The Vice Chairman of the Provincial People's Committee requested: The Department of Health, based on the comments of the departments and branches, completes the project. It clearly states the financial plan for the years 2019-2021, the investment roadmap and resource solutions, the specific autonomy roadmap in the period 2019-2021 is autonomy at level 2 and from 2021 onwards is autonomy at level 1.

Regarding infrastructure investment, in phase 1 (2019-2020), Nghe An Dermatology Hospital has a scale of 30 beds, located at the current Nghe An Dermatology and Leprosy Control Center (No. 142, Le Hong Phong Street, Vinh City) and does not invest in infrastructure.

Phase 2 (2021-2025) will increase to 50 beds, using the current location of Nghe An Reproductive Health Care Center (No. 130, Le Hong Phong Street, Vinh City) because this unit merged to establish the Center for Disease Control. This center has suitable facilities and auxiliary works, so when the Dermatology Hospital moves here, it will require little investment.

The project needs to have an environmental impact assessment and a fire prevention and fighting plan. The completed project will be submitted to the regular meeting of the Provincial People's Committee in December 2018./.
