According to the police, Thanh lent Phan (from the same Dong Cuong commune, Yen Lac district) 30 million VND. After a long time, Phan was unable to repay the loan, so Thanh introduced him to Tai, who borrowed another 30 million VND to pay the interest.
After borrowing money twice and being unable to repay it, Mr. Phan left his hometown to seek refuge elsewhere. On December 2nd, the group consisting of Tai, Thanh, Nhien, and Hoang found the "debtor," then beat, threatened, and forced him to write four promissory notes for 400 million VND.
After being beaten up by the group, Phan was forced to write a promissory note before being released. He then reported the incident to the police.
