Director of the Department of Finance: Difficult to achieve budget revenue target

Regarding the targets set by the Provincial Party Congress Resolution by 2020, budget revenue will reach 25,000 - 30,000 billion, but up to now, the reality has only reached a modest level of 13,000 - 14,000 billion, Director of the Department of Finance Nguyen Xuan Hai frankly commented: "It is very difficult for us to achieve the set target".

Director of the Department of Finance Nguyen Xuan Hai analyzed that when setting the targets for the term, he placed a lot of expectations on budget revenue, because Nghe An province possesses many resources, converging many factors such as: abundant land, favorable geographical location for investors, invested and upgraded transport infrastructure from airlines, seaports, border gates...

However, Nghe An still faces many difficulties and challenges, especially the mechanisms and policies when attracting investors have changed a lot, thus somewhat affecting the province's budget revenue.

On the other hand, some projects are expected to have high investment levels such as the thermal power project, the steel factory project with a planned investment capital of 1 billion USD in phase 1... but have not yet been implemented. Or the progress of large projects such as VSIP, cement factory, Hoa Sen Steel after entering Nghe An, is still slow, although the province has many preferential policies.
Meanwhile, the province's domestic revenue in the period 2016-2018 was all in deficit, the "items" of revenue expected to be high such as from central enterprises, local enterprises, FDI enterprises, or non-state enterprises... all failed to meet the set targets. In addition, revenue sources such as input revenue from enterprises decreased, no value added tax was generated.
High tax debt is also one of the reasons for low budget revenue. The Director of the Department of Finance said that as of November 30, 2018, tax debt reached 1,210 billion VND, an increase of 231 billion compared to December 31, 2017, of which collectible debt reached 772 billion VND, and bad debt - 437 billion VND.
To recover tax debts, recently, the tax sector has been resolute in debt management and debt enforcement. Mr. Nguyen Xuan Hai said that enterprises with large debts have been handled by enforcement measures. As for enterprises and business establishments that have "procrastination", the authorities have applied measures to widely inform about tax debts on mass media.
In addition, the Provincial People's Committee has directed the tax sector and relevant departments and branches to set up working groups to regularly inspect, review, and urge tax debt collection.
In addition to the above contents, the Director of the Department of Finance also explained a number of issues related to cement support in new rural construction, balancing the targets on land use funds in 2019.
