Investigating responsibility in the problem of fake war invalids in Nghe An

Mr. Doan Hong Vu said that the Department of Labor, Invalids and Social Affairs receives the documents transferred from the military agency to pay the allowances according to regulations. Now, the Ministry of Labor, Invalids and Social Affairs inspected the documents at Military Region 4 and discovered errors in the documents and directed to handle them. The Department has also advised the Provincial People's Committee to issue a handling plan, stopped the allowances of the wrong beneficiaries from August 1, 2018 and directed agencies at all levels to recover the wrongly received amount and pay it to the State Budget according to regulations.
According to Mr. Vu, the reason for this situation is partly due to the low level of understanding of a part of the people and the sophistication of some subjects who have taken advantage of policy loopholes to falsify and forge documents to take advantage of state policies.
In addition, according to the Director of the Department of Labor, Invalids and Social Affairs of Nghe An, some local Party committees and authorities have not really paid attention to directing the implementation of regimes and policies for people with meritorious services, and some places still implement them according to the movement.
The review of subjects at some districts and communes at some times and places has not followed the documents, procedures and instructions of the superiors; the review has not been strict; the steering committee has not participated fully; there have been cases of lack of caution in the review; inspection work has not been carried out regularly or organized in a formal manner, so violations in the process of organizing and implementing policies have not been detected and handled in a timely manner. The management of subjects has not been strict; the management, storage and exploitation of records are still lacking, causing difficulties in implementing policies.

Regarding these hundreds of fake war invalids, Mr. Vu said that the solution in the coming time is to do a good job of propaganda so that the subjects realize that the errors in the records that the Inspectorate of the Ministry of Labor, Invalids and Social Affairs concluded that the regime was suspended were correct. Answering this question, Mr. Doan Hong Vu said that after 3 inspections, from 2014 to now, Nghe An province discovered more than 800 cases of fake war invalids with wrongly received money, forcing them to recover up to hundreds of billions of dong. However, 64 cases were later restored to their regime because their records were supplemented.
“Most of the fake wounded soldiers cases were discovered to have falsified records or were not on the original list of wounded soldiers kept at the unit. Especially for fake records, we had to send thousands of records to the Central Government for appraisal, which took many years to get results, and it was impossible to detect with the naked eye because it was done very sophisticatedly. For cases where the records were complete, we immediately restored the regime as well as honor,” said Mr. Vu.
