The ministries involved in the plan to collect environmental protection fees for emissions are the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Science and Technology, and the Ministry of Natural Resources and Environment. These proposals are sent to the Ministry of Finance for study and submission to the Government for promulgation of a Decree regulating fee collection according to its authority. At the same time, the Ministry of Finance requests that ministries assign specialized units to coordinate with this ministry in the process of studying the draft Decree and submitting it to the Government for promulgation of a Decree regulating fee collection.

Previously, in 2016, the Ministry of Finance also sent a document to the Ministry of Natural Resources and Environment and the Ministry of Transport requesting the development of a project to collect environmental protection fees for emissions, and send it to the Ministry of Finance for research and submission to the Government to issue a Decree regulating fee collection.

However, up to now, the Ministry of Finance has not received any proposal for environmental protection fee collection for emissions from these two ministries. Therefore, the Ministry of Finance continues to issue an urgent dispatch as mentioned above.

According to the Ministry of Finance, on October 16, 2018, the Government Office issued a document conveying the opinion of Deputy Prime Minister Vuong Dinh Hue, including the content that the Ministry of Finance studies the proposal of the Hanoi People's Committee, presides over and coordinates with the Ministry of Natural Resources and Environment, and the Ministry of Transport to urgently complete and submit to the Government for promulgation a Decree on environmental protection fees for emissions.

Currently, according to the Law on Fees and Charges, there are 2 environmental protection fees being collected: Environmental protection fee for wastewater and Environmental protection fee for mineral exploitation, under the authority of the Government...In 2015, the amount collected from environmental protection fees for wastewater was more than 1,000 billion VND. By 2017, this number had increased to 2,100 billion VND, mainly from domestic wastewater. With environmental protection fees for mineral exploitation, in 2015, it was collected more than 1,900 billion VND, by 2017, it was collected nearly 2,500 billion VND.

Recently, the Ho Chi Minh City Department of Transport has also sent a document proposing to the Ho Chi Minh City People's Committee to develop a project to control emissions from motorbikes and scooters, and at the same time implement environmental pollution fees for vehicles participating in traffic.
