In 2018, 30 more communes met the new rural standards, bringing the total number of communes meeting the new rural standards in the province to 211, accounting for 48.96% of the total number of communes. The investment and business environment and competitiveness have been actively improved.
As of November 15, 2018, 100 projects with a total registered capital of VND 8,789.5 billion have been decided on; Budget revenue in 2018 reached VND 13,141.6 billion, reaching 103.6% of the estimate and increasing by 3.1% compared to 2017.

Some limited issues
At the meeting, delegates also pointed out some limitations such as: Projects implemented after signing investment agreements are still slow; The direction of handling procedures, compensation and site clearance for key projects is still slow; Some industrial products are produced and consumed slowly due to market difficulties.
Besides, the detailed construction planning at a scale of 1/2,000 on both sides of Vinh - Cua Lo road is being implemented slowly.
This planning was organized by Vietnam Automobile Industry Corporation - JSC, assigned by the Provincial People's Committee as the investor to organize the preparation and selection of a planning consultant. Based on the idea agreed upon by the Provincial People's Committee, the investor established the planning task and was appraised by the Department of Construction, submitted to the Provincial People's Committee for approval in Decision No. 3909/QD-UBND dated August 31, 2018.

On October 16, 2018, the Provincial Party Standing Committee held a meeting to listen to the planning idea report and issued Notice No. 1307-TB/TU dated October 23, 2018 "On the detailed construction planning project at a scale of 1/2,000 of Vinh - Cua Lo Boulevard", in which it assigned "the Party Committee of the Provincial People's Committee to fully absorb comments and opinions, carry out the process, procedures, and documents to approve the above project in accordance with the provisions of law, ensuring the time (completed before December 31, 2018)".
The Provincial People's Committee also issued Official Dispatch No. 9382/2018 directing the Department of Construction to preside over the appraisal of detailed planning project documents and submit them to the Provincial People's Committee before December 20, 2018 for approval.
The detailed construction planning at a scale of 1/2,000 for both sides of Vinh - Cua Lo road was assigned by the Provincial People's Committee to Vietnam Automobile Industry Corporation - JSC since May 2017, but up to now, the unit has been too slow compared to the required progress. The documents provided by the investor are at the level of expressing the planning idea, there are no drawings at the correct scale of 1/2,000, so there is no basis for a detailed assessment of the planning's conformity with current conditions. Therefore, the planning appraisal and approval work has not been completed.
This delay is the responsibility of the investor.

Speaking at the meeting, Comrade Thai Thanh Quy - Chairman of the Provincial People's Committee affirmed: The Provincial People's Committee requested the Secretary to pay attention to directing decisively from the beginning of the year, better performing the tasks of 2019. Pay attention to the Ministry of Transport on the planning to expand Cua Lo Port to ensure 50,000-ton ships; adjust Dong Hoi Port from a specialized port to a general port; construct runway No. 2 of Vinh airport.
Second, regarding the problems in the Southeast economic zone, it is also necessary to work with the Ministry of Natural Resources and Environment to resolve them.
Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed: In 2018, Nghe An achieved many achievements, 27/27 targets were completed.
In 2019, Nghe An will have to complete the growth scenario early for approval at the beginning of the year. The Provincial People's Committee directs all sectors and levels to focus on implementing the Provincial People's Council Resolution, especially the socio-economic development plan and the state budget estimate for 2019. Continue to restructure the economy towards improving quality, efficiency and competitiveness, promoting growth and economic restructuring.

Focus on directing 5 key spearheads and 3 key regions in economic development according to the Resolution of the 18th Provincial Party Congress; strongly improve the investment environment, business environment and provincial competitiveness index; promote foreign affairs activities, attract investment; do not let the situation of communes reaching the new rural finish line be in debt.
Regarding the detailed planning of Vinh - Cua Lo, comrade Nguyen Dac Vinh suggested urging investors, because many investors are looking forward to this planning. Besides, it is necessary to speed up the planning of Kim Lien relic site, the planning of the East side of Binh Minh road, speed up the progress of Dong Hoi Port project, coastal road, Cua Lo port...
