Unlike before, this time the planning is not for many terms but only focuses on the next term (2021-2026); this time the planning is not done simultaneously for all positions but is done step by step, finishing the planning of the Central Executive Committee (at the 9th Central Conference), then the Politburo, the Secretariat and finally the key positions of the Party and State.

Strategic staff planning is also different from specific personnel work.Accordingly, planning is being developed to proactively prepare human resources for training, fostering, and testing, as a basis for personnel work at the 13th National Party Congress (expected to open in the first quarter of 2021).

"If the planning only includes those who are introduced to the Central Committee for the first time, the specific personnel work also includes re-elected Central Committee members," said a leader of the Central Organizing Committee.

According to him, the planning is carried out by the Steering Committee, while the personnel work is handled by the Congress Personnel Subcommittee. From now until the 13th Congress, if the Steering Committee discovers any problematic cases, they will be removed from the planning or added to the planning.

On standards for strategic level cadres, the top requirement is the content as stated in regulation 90 of the Politburo on title standards and criteria for evaluating cadres under the management of the Central Executive Committee, Politburo, and Secretariat.

Accordingly, in addition to the general standards, members of the Central Committee, the Politburo, the Secretariat and key leadership positions must also meet specific standards. For example, members of the Politburo and the Secretariat must ensure that they have experienced and successfully completed their tasks in key leadership positions at the provincial level (secretary of the provincial or municipal party committee; chairman of the People's Council, chairman of the People's Committee of the province or city) or heads of departments, ministries, branches, the Fatherland Front, and socio-political organizations at the central level.

In case a member of the Politburo or Secretariat works in the Army, he/she must have chaired a Military Region level.

Among the criteria for the position of General Secretary, there is the requirement of "high prestige in the Central Committee, the Politburo and the entire Party; being the center of solidarity, promoting the combined strength of the entire political system; participating in the Politburo for a full term or more (special cases decided by the Central Executive Committee)"...

The President is defined as a person with "outstanding, comprehensive capacity in all aspects of work, especially in the fields of domestic and foreign affairs, security and national defense; deep and broad understanding of judicial work; a center of unity of social forces and ethnic communities at home and abroad; decisive in leadership and administration according to assigned functions, tasks and powers...".

Besides,In considering, selecting and recommending personnel planning, many other criteria are also considered., such as: Political mettle, moral qualities, lifestyle, sense of organization and discipline, exemplary behavior of oneself and family; capacity associated with work results, specific products in the assigned field and area; having ambition and desire to innovate for the development of the country...

The leader of the Central Organizing Committee also affirmed that the competent authorities have a mechanism to inspect and control so that people with one of the following limitations and shortcomings cannot "slip through" into strategic planning, specifically: Degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; political opportunism, flattery, seeking positions and power; personal ambition, not being transparent; not being exemplary in themselves and their families in complying with the Party's policies and guidelines, the State's laws...
