* Encouraging scientific research
In 2018, the Department of Science and Technology focused on advising and effectively implementing policies to encourage the development of science and technology to serve the socio-economic development of the province; scientific research and technology development activities saw many innovations; the total number of science and technology projects implemented under the Department's management during the year was 54, including 48 provincial-level projects and 6 projects under the rural and mountainous areas program.
The formation of models applying scientific and technological advancements to production along the value chain has led to the development of many effective economic models, including high-tech agricultural production models in livestock farming; some biotechnology application models have been successful and are spreading throughout the province (e.g., mushroom seed production and cultivation models in Tan Ky and Yen Thanh; application of microbial technology to process feed for buffaloes, cows, and pigs from corn stalks and cassava leaves in Thanh Chuong and Anh Son...).

In addition, the Department of Science and Technology also supports the development of geographical indications and the application of traceability labels to enhance the brand and value of goods (Vinh Orange brand, Nghe An Tea collective brand, Van Phan fish sauce certification mark, Hai Giang fish sauce collective brand) and many other brands, barcodes, and codes for businesses...
The innovation and startup ecosystem in the province has initially taken shape and achieved promising results. In 2018, the Nghe An Provincial Innovation and Startup Competition attracted nearly 100 projects and ideas, with awards given to 10 outstanding startup projects. These startup projects have received investment support through various forms of cooperation agreements with investors.

The protection of intellectual property rights and the expansion of electronic traceability labels for agricultural products in the province have been given attention and promoted. Projects have been developed to promote brand development, expand production scale into marketable products with attractive packaging and logos, and commercialize them for the market, contributing significantly to the socio-economic development of localities and improving the lives of the people.
*Enhancing practical application
High-tech agricultural applications have spread; several advanced technologies have been adopted, such as seed technology; modern greenhouse technology; and information technology for automated control of irrigation, water conservation, temperature, humidity, nutrients, and light.
Simultaneously, many high-yielding, high-quality varieties have been selected; high-tech agricultural production processes such as irrigation techniques, biological products, GloboGAP, VietGAP, IPM, SRI, mechanization, etc., have also been rapidly applied to production.

The research findings in the field of social sciences and humanities have contributed to building a scientific basis for the socio-economic development strategy of Nghe An province for the period 2015-2020 with a vision to 2030. Science and technology activities at the district level are vibrant, with many results contributing to the socio-economic development of localities.
The conference focused on exchanging, discussing, and sharing experiences in improving the effectiveness of applying scientific and technological advancements in production and daily life.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien stated that the application and development of high technology and high-tech products are still limited; research and application of science and technology have not truly become a driving force for development, especially in terms of in-depth growth; the effectiveness of transferring and replicating successful models has not met the expectations of the people.
To achieve the goals set forth in Resolution 26 of the Politburo, which aims to build Nghe An into a Science and Technology Center in the North Central region, the Vice Chairman of the Provincial People's Committee requested the Department of Science and Technology to continue to innovate decisively and effectively, replicate successful models of applying scientific and technological advancements to production and daily life; and to do a good job of advising and implementing State policies, programs, and projects, as well as Resolution 06 of the Provincial Party Committee on the development of science and technology into practice.
The Vice Chairman of the Provincial People's Committee requested that the Department focus on effectively implementing projects with high practical applications in various fields; strengthen state management of science and technology, develop the science and technology market; and support innovative startups and enterprises.

On this occasion, the Provincial People's Committee awarded the Emulation Flag to the Center for Application of Scientific and Technological Advancements; one individual was awarded the title of Provincial-level Emulation Soldier; and three collectives and four individuals received Certificates of Commendation from the Chairman of the Provincial People's Committee.
The Director of the Department of Science and Technology presented Certificates of Commendation to collectives and individuals who have contributed to science and technology activities.
