More than 19,000 cars are not allowed to participate in traffic since the beginning of January 2019.
According to the Vietnam Register, since the beginning of January 2019, nationwide there have been 19,316 cars not allowed to participate in traffic due to the expiration of their usage period.

According to the Vietnam Register, from January 1, 2019, nationwide, 19,316 cars are not allowed to participate in traffic due to the expiration of their usage period according to the provisions of the Road Traffic Law and Decree 95/2009 of the Government on the usage period for cargo cars and passenger cars.
These are the following types of vehicles: Passenger cars that have been used for 20 years, cargo cars that have been used for 25 years since the year of manufacture, and cars that have been converted from other types of vehicles to passenger cars before January 1, 2002, which have been used for 17 years. Thus, passenger cars manufactured in 1999 and cargo cars manufactured in 1994 will have expired.
According to a representative of the Vietnam Register, in the final inspection before the vehicle expires, registration units nationwide will issue a red-marked inspection stamp for the vehicle and put it on the warning list in the system's inspection data so that registration centers will not accept inspections for expired vehicles in the next inspection period.
Circular 15/2014 of the Ministry of Public Security clearly states: Vehicle owners whose vehicle usage period has expired must go to the registration authority to complete procedures to return the registration certificate and license plate. In case of non-compliance, the registration authority (traffic police) shall coordinate with the commune-level police where the vehicle owner resides to notify and request the vehicle owner to comply and revoke the vehicle registration certificate and license plate.
If expired vehicles are discovered and arrested by the authorities, the driver will be fined from 4 to 6 million VND, have his/her driving license revoked for 1 to 3 months and have his/her vehicle confiscated according to the provisions of Decree 46/2016 of the Government./.
