Unifying many important contents at the 13th Conference, Nghe An Provincial Party Committee
(Baonghean.vn) - On the afternoon of January 5, the 18th Provincial Party Executive Committee held its 13th Conference to listen to and give opinions on many important contents, and at the same time conduct a vote of confidence for the members of the Provincial Party Standing Committee.

Attending the conference were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Standing Committee, members of the Provincial Party Executive Committee.
Vote of confidence for Provincial Party Standing Committee members
The Party Executive Committee voted on 12 members of the Provincial Party Standing Committee; listened to and commented on the results of collective and individual reviews of the Standing Committee members and members of the Provincial Party Standing Committee in 2018.
Speaking at the conference, regarding the results of the vote of confidence, Provincial Party Secretary Nguyen Dac Vinh respectfully thanked the comrades in the Provincial Party Executive Committee for their confidence in the members of the Provincial Party Standing Committee.
The Provincial Party Secretary also requested that in the remaining two years of the 2015-2020 term, the comrades in the Standing Committee continue to promote their responsibilities, tasks, and mettle to jointly lead the province to develop the socio-economy and ensure national defense and security; at the same time, he hoped that the members of the Provincial Party Executive Committee would continue to monitor and supervise.

Regarding the implementation of collective and individual reviews, the Provincial Party Secretary affirmed that the Provincial Party Standing Committee conducted reviews very seriously and frankly.
The Standing Committee of the Provincial Party Committee sees the greatest advantage as solidarity, unanimity, and non-conformity; mutual support and assistance, helping each other complete tasks; seriously implementing the work program according to working regulations...
Secretary Nguyen Dac Vinh also frankly said that the Standing Committee of the Provincial Party Committee acknowledged its responsibility for all weaknesses and unresolved issues in all areas. On that basis, in 2019, together with other agencies, we will focus on overcoming them to continue to fulfill the socio-economic development goals, creating a premise for Nghe An's further development in the following years.
On the same afternoon, the Provincial Party Committee heard the announcement on the socio-economic situation and budget in 2018; orientation of the socio-economic development plan and budget in 2019; heard the report on administrative reform in 2018, and summarized the administrative reform model at 7 pilot units.

Regarding administrative reform, the Provincial Party Secretary assessed that 7 pilot units have made clear changes, but there are still some key issues that require more effort.
To further improve the effectiveness of administrative reform in 2019, comrade Nguyen Dac Vinh requested heads of units and localities to thoroughly grasp the spirit of 2019 as the year of administrative reform, determined to work with the Provincial People's Committee to successfully carry out the assigned tasks.
There are clear policies and plans for people in the West to have land for production.
The conference listened to and commented on the results of 5 years of implementing Decision No. 2355/QD-TTg dated December 4, 2013 of the Prime Minister on approving the Project on socio-economic development of the Western region of Nghe An province to 2020.
The average growth rate in the 2013 - 2018 period in the Western Nghe An region is estimated at 8.4%, higher than the average of the whole province (the whole province in the 2013 - 2018 period is estimated to increase by 8%); in which agriculture, forestry and fishery contribute 2.29 percentage points, industry - construction contribute 3.2%, services contribute 2.91 percentage points of growth.
The average added value per capita in 2017 reached 25.71 million VND, an increase of 1.56 times compared to 2012 (equal to 75.31% of the province's average per capita), estimated to reach 29.09 million VND in 2018/target by 2020 is 49.3 - 50.3 million VND (equal to 76.8% of the province's average).

Although the economic structure has shifted slowly and unsteadily, it is basically in the right direction, reducing the proportion of the agricultural sector and increasing the proportion of non-agricultural sectors.
The average budget revenue growth rate in the period 2013 - 2018 reached 12.1%. The total annual budget revenue in the area accounts for about 12% of the total budget revenue in the whole province.
In 2017, total budget revenue reached 1,551.2 billion VND, 1.79 times higher than in 2012; estimated in 2018 to reach 1,721 billion VND/target by 2020 is 7,294 billion VND, up 10.9% compared to 2017.
However, Western Nghe An is still a region with many difficulties. Although the poverty rate has reduced to meet the set target, it is still high (in 2017, the poverty rate was 2.45 times higher than the provincial average) and not really stable; there are still many near-poor households; job creation has not met the people's needs.
According to the assessment of the Provincial People's Committee, of the 27 main socio-economic and environmental targets by 2020 stated in Decision No. 2355/QD-TTg, 19 targets are forecast to be achieved and exceeded, and 8 targets are difficult to achieve.

Concluding this content, the Provincial Party Secretary emphasized that the viewpoint of the Provincial Party Standing Committee on the top goal in Western Nghe An is to maintain political stability, ensure national defense, border security, security and social order.
At the same time, the West focuses on economic development associated with effective hunger eradication and poverty reduction.
Specifically, forestry development is the region's strength, however, people's access to forest land still has limitations. Therefore, the Provincial Party Committee Standing Committee proposed that there must be clear policies and plans to ensure means and conditions for production, to eliminate hunger and reduce poverty more effectively.
In addition, the Provincial Party Secretary also pointed out that for concentrated production areas, it is necessary to create conditions for enterprises to invest effectively, and provide good orientation to form raw material areas associated with agricultural and forestry product processing factories; at the same time, research policies and remove infrastructure difficulties to call for enterprises to invest in this area, especially attracting them to priority areas, mainly the processing industry.

Provincial Party Secretary Nguyen Dac Vinh also assigned the leaders of the Department of Planning and Investment and the Department of Finance to study the province's conditions and make step-by-step investments so that people in the West can have better access to healthcare, electricity and water infrastructure, which still face difficulties.
On the other hand, the head of the Provincial Party Committee emphasized that in the process of developing the West, there must be a very clear viewpoint of both preserving and promoting the unique identity of the ethnic minority communities, and at the same time connecting and uniting with each other to join hands in building and developing this region.
