Vinh City: Will use public camera data to handle re-encroachment of traffic safety corridors
(Baonghean.vn) - Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee said: Vinh City has issued a Plan to clear the peak traffic safety corridor with many new and stricter regulations, including using public camera data to handle violations of traffic safety corridors.
The new point in clearing the traffic safety corridor this year is to ensure traffic safety directly assigned to the police force. In addition, there will be inspection teams and handling of heads of units, wards, communes and collectives, individuals who do not carry out or carry out ineffectively the tasks and plans to clear the traffic safety corridor.
After propaganda and guidance on arranging new business and trading locations, the city will simultaneously organize enforcement to clear traffic safety corridors, focusing on handling violations of encroachment on sidewalks, roadsides, and curbs.

The city will strictly handle violations of traffic safety, especially trucks, passenger cars, and taxis that violate traffic regulations on prohibited roads according to Decision No. 70/2016/QD-UBND dated December 6, 2016 of the People's Committee of Nghe An province; vehicles that do not ensure technical safety, speeding, competing for passengers, stopping and parking to pick up and drop off passengers in the wrong places; violating regulations on speed, running red lights, overloading, driving in the wrong lane, driving under the influence of alcohol... In particular, strictly handle cases of passenger cars with less than 16 seats picking up and dropping off passengers in the city...
Mr. Nguyen Quoc Thang - Head of the Urban Management Department of Vinh City said: For temporary violations (advertising signs, business items such as tables, chairs, mobile canopies, etc.), the city will draw up a record of the violation, proceed with clearance, confiscation, and handling according to regulations.
For violations of assembling construction materials, goods, and dumping garbage in the wrong place and within the prescribed time, a record of administrative violations will be drawn up for individuals and organizations that violate the regulations. At the same time, violators will be required to clear the area themselves. If they do not comply, the People's Committees of wards and communes will organize the clearance, and the clearance costs will be paid by the violating individuals and organizations. The first enforcement period is from January 1, 2019 to January 10, 2019; the second period is from January 20, 2019 to February 1, 2019.
Leaders of the People's Committees of wards and communes, members of the Urban Order Steering Committees of wards and communes, and rapid response teams of wards and communes are responsible for ensuring traffic safety corridors, urban order, and environmental sanitation on main roads under the management of wards and communes. Make a list of individuals in charge of specific routes, along with contact phone numbers, and send it to the Vinh City People's Committee for monitoring, urging, and handling.
Also according to the plan, forces will be mobilized, including: Relevant civil servants of wards and communes, ward and commune police, militia, civil defense... to organize traffic safety clearance, urban order, and environmental sanitation.

The city also uses data from the public camera system to handle violations of re-encroachment. Focus on handling violations such as: Encroachment on sidewalks, roadsides, and curbs for car washing, business and trading; Gathering construction materials and goods on sidewalks and roadsides in violation of regulations and dumping waste at the wrong time and place; Mobile advertising signs placed on sidewalks and roadsides... and removing and handling subjects printing and writing phone numbers to advertise financial services, septic tank cleaning, tutoring, etc.
The City Police are responsible for directing professional teams to strengthen patrols, control and strictly handle violations of traffic safety; Arrange police forces to participate in traffic regulation at a number of key routes and intersections to ensure people's convenient and safe travel before, during and after the Lunar New Year 2019.
The city's Urban Order Management Team mobilized forces and vehicles to directly clear and handle hotspots on 37 main streets and market areas (including locations where goods and Tet flowers are allowed to be sold), shopping centers, hospitals, squares, etc.
City Rapid Response Teamwill increase patrols and strictly handle violations of regulations on traffic safety, information technology, and environmental sanitation; focus on handling violations such as: setting up camps, stretching tarps and umbrellas on sidewalks and roads for illegal production, business, and trading; stopping and parking vehicles in violation of regulations... on 37 main streets and Tet market areas.
Nghe An Province Urban Construction and Environment Joint Stock Company must collect garbage daily to ensure that there is no waste left in the city before, during and after the Lunar New Year 2019, especially on 37 main streets.

Common violations of road, railway and sidewalk traffic safety regulations that must be cleared in Vinh city:
- Billboards placed on sidewalks and roads not in accordance with regulations;
- Fixed awnings, tarpaulins, sagging mobile awnings, umbrellas, and awning support poles on the sidewalk are not in accordance with regulations;

- Street markets and sales points (fresh food, flowers, fruits, vegetables, etc.), car stickers, phone stickers, lottery ticket sales on sidewalks and roads...
- Other violations without permission from competent authorities.
