According to the Vietnam Social Insurance (VSI), according to the current health insurance law, there are 5 groups participating in health insurance with contribution levels calculated at the rate of 4.5% of salary, wages or basic salary.

In the group of subjects paying health insurance based on salary and wages, employees at enterprises are mainly participating in health insurance based on the regional minimum wage prescribed by the Government.

According to the provisions of Resolution 99/2015/QH13, the regional minimum wage is the minimum wage for employees and businesses to agree on, while ensuring the rights of employees.

This salary is also the basis for paying and receiving social insurance, health insurance, and voluntary insurance for employees. Meanwhile, the basic salary is the salary used as the basis for calculating operating costs, deductions, and benefits based on this salary. Therefore, using the basic salary as the basis for calculating benefits is to ensure the rights of all groups of people.

In the group of subjects paying health insurance based on salary and wages, employees at enterprises are mainly participating in health insurance based on the regional minimum wage prescribed by the Government.

Regarding health insurance benefits, health insurance participants are paid according to illness cases at prescribed levels, not according to contribution levels.

The benefit level is regulated generally for most subjects (except for some special groups that will receive higher levels, such as meritorious people, the elderly, children under 6 years old, the poor...).

In which, Social Insurance pays 100% of medical examination and treatment costs in cases where the cost of one medical examination and treatment is lower than 15% of the basic salary... For cases receiving high-tech services with high costs, it is all based on the basic salary.
