Which areas are eligible for the attraction allowance?

Are commune-level civil servants holding concurrent positions entitled to allowances?
(Baonghean.vn) - That is the concern of a commune-level civil servant when he was assigned to concurrently hold the position of another civil servant on 6-month maternity leave. The civil servant asked, in this case, is he entitled to concurrent allowance?
Commenting on the areas where the attraction allowance regime prescribed in the Draft Joint Circular is applied, Mr. Pham Van Thanh, a teacher working in Tan Phu Dong district, Tien Giang province, reflected that according to Decision No. 539/QD-TTg dated April 1, 2013 of the Prime Minister on approving the list of particularly disadvantaged communes in coastal and island areas for the period 2013 - 2015, Tan Phu Dong district has 5 communes on the list.
Thus, according to Decree 19/2013/ND-CP, teachers working in these 5 communes are entitled to the attraction allowance prescribed in Decree 19/2013/ND-CP.
However, according to the Draft Joint Circular guiding the implementation of Decree No. 19/2013/ND-CP, communes with special difficultiesCoastal and island areas within the scope of application of the Decree are specified in 2 Decisions including:
- Decision No. 106/2004/QD-TTg dated June 11, 2004 of the Prime Minister on approving the list of particularly difficult communes in coastal and island areas.
- Decision No. 113/2007/QD-TTg dated July 20, 2007 of the Prime Minister on approving the list of communes that have fulfilled the objectives of the Socio-Economic Development Program for Communes in Ethnic Minority, Mountainous, Border and Remote Areas for the period 1995-2005, adding communes, villages and hamlets to the investment scope of Program 135 Phase II and communes in coastal and island areas to the investment scope of the National Target Program on Poverty Reduction for the period 2006-2010.
According to the above two Decisions, the communes of Tan Phu Dong district are not included in the list of communes with special difficulties in coastal and island areas. In addition, Decision No. 106/2004/QD-TTg and Decision No. 113/2007/QD-TTg have expired and have been replaced by Decision 539/QD-TTg.
Mr. Thanh requested the agencies in charge of drafting the Joint Circular guiding the implementation of Decree No. 19/2013/ND-CP to review and revise it so that the Joint Circular is complete, while ensuring the rights of teachers working in particularly difficult communes of Tan Phu Dong district as well as communes in similar situations.
