Innovation in the work of disseminating and summarizing resolutions
At the conference, through the summary report presented by comrade Kha Van Tam - Deputy Head of the Provincial Party Committee's Propaganda Department and the discussion opinions of the delegates, it was shown that in 2018, the Propaganda Department at all levels had many innovations and creativity, advising the Party Committees at all levels on organizing dissemination and implementation, associated with inspection and supervision of the implementation and summarizing the resolutions, directives and projects of the Party at all levels; from there, the Party Committees at all levels have orientations, directions and propose new solutions in the coming time.
Propaganda Departments at all levels are proactive in directing and orienting timely and effective propaganda of the province's policies and activities as well as issues arising at the grassroots level.

The Propaganda Department also advised Party committees at all levels to respond to the National Press Award on Party building - Golden Hammer and Sickle; the work of capturing information and public opinion continued to receive attention in order to better serve the leadership and direction of Party committees at all levels.
Comrade Nguyen Thi Thu Huong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department also pointed out a number of limitations and shortcomings in propaganda work in 2018.
That is, information and communication work in some areas has not been innovated; there has not been close coordination with some sectors and state agencies in disseminating policies and guidelines, especially policies affecting the rights and interests of the people.

According to the Head of the Provincial Party Committee's Propaganda Department, the work of grasping information and engaging in orientation and propaganda on a number of issues is not really sensitive; confusion in refuting bad information, toxic information that hostile forces take advantage of to sabotage and divide national unity, especially on social networks.
Some cadres, party members, civil servants and public employees have limited political awareness, leading to forms of encouragement, dissemination and expression of their deviant views on social networks.
Creating momentum for growth
Affirming that the achievements of the province in 2018 are encouraging, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said that, compared to the goals of the 18th Provincial Party Congress, the direction of the Politburo and the wishes and expectations of all classes of people in the province, it is necessary to continue the efforts of the entire political system; in which the Propaganda system at all levels must be the vanguard force, taking the lead to create good ideas and positive public opinion, creating momentum for development.

To resolve good ideology and positive opinions, the Standing Deputy Secretary of the Provincial Party Committee set out the requirements for the Propaganda system at all levels to proactively advise and promptly orient information based on science, principles and principles of the Party, taking the common good as the most important, harmoniously resolving the interests between the State, organizations and individuals; avoiding leading information with incorrect or distorted ideology and thinking.
To fulfill the above requirements, the Propaganda Department at all levels must build a system of "underlings" in socio-political organizations, promptly grasp the situation, clearly analyze the situation to propagate and orient well; along with that, focus on oral propaganda and good orientation for press agencies and on social networks. The Propaganda Department also needs to go deep, closely, and deeply penetrate into real life to promptly detect inadequacies and problems, screen and perfect policies.
On this occasion, the Provincial Party Committee's Propaganda Department awarded Certificates of Merit to 11 collectives with outstanding achievements in propaganda work in 2018.
