Standing Secretariat: Organizational work needs to be public and transparent

On the morning of January 18, the Central Organizing Committee held an online conference to review the Party building work in 2018 and deploy tasks for 2019. Attending and directing the conference was comrade Tran Quoc Vuong - Politburo member, Standing member of the Secretariat.

Speaking at the opening of the conference, Comrade Pham Minh Chinh, Politburo member and Head of the Central Organizing Committee, emphasized that this year's conference is of great significance, aiming to assess the results of Party building and organization work in the past time and the directions, tasks and solutions for 2018 and the following years, creating the premise and basis to gradually prepare for the 13th National Party Congress.

Next, Permanent Deputy Head of the Central Organizing Committee Nguyen Thanh Binh briefly reported on the situation and results of Party building and organization work in 2018.

Nearly 56,000 cases of officials lacking standards and conditions

In 2018, the pivotal year of implementing the Resolution of the 12th National Party Congress, the Party building organization sector closely followed the Party's leadership, continued to innovate working methods, procedures and styles, completed a large volume of work with increasingly improved quality, with many strong and drastic measures, achieving positive results.

During the year, the entire Party admitted more than 197,000 new members, bringing the total number of Party members nationwide to about 5 million. Some Provincial and Municipal Party Committees such as Nghe An, Bac Ninh, Ho Chi Minh City, Binh Phuoc... have had specific solutions to improve the quality of Party activities and strengthen Party committees.

The implementation of Resolution 6 of the 12th Central Committee, in conjunction with Resolution 39 of the Politburo on streamlining staff and building job positions, has been focused on by Party committees and organizations at all levels, with leadership, direction, and synchronous and effective implementation of the groups of tasks and solutions set forth in the Resolution.

After 1 year of implementing the Resolution, the organizational structure of the political system has been gradually innovated and rearranged towards streamlining, operating more effectively and efficiently. Many intermediary agencies have been cut down, gradually overcoming the situation of duplication and overlap of tasks and management areas.

By the end of October 2018, the entire political system had reduced 3 steering committees, 7 general departments and equivalents; about 200 departments, divisions and equivalents; 65 provincial-level departments and branches; reduced more than 50 general department-level leaders, over 300 department-level leaders; nearly 200 provincial-level departments, divisions and equivalents; nearly 10,000 division leaders.

At the same time, streamlining the payroll and restructuring the staff of cadres, civil servants and public employees at all levels in the political system has also been seriously implemented. To date, the country has reduced more than 132,000 people (a decrease of about 3.54%), of which the number of civil servants and public employees at the central and local levels is more than 81,000 (a decrease of 3.3%), and the number of people receiving salaries and allowances at the commune level is more than 51,000 (a decrease of about 4.02%).

The inspection and supervision of Party building organizations are closely reviewed. Through self-review of personnel work, there are still nearly 3,000 cases of errors in procedures and processes; nearly 56,000 cases of lack of standards and conditions. This result is an important basis for Party committees and staff agencies to learn from experience, clarify the causes of errors, and have appropriate solutions to handle them.

Personnel work needs to be strict and transparent.

Speaking at the conference, Comrade Tran Quoc Vuong - Politburo member, Standing member of the Secretariat acknowledged and praised the achievements of the Party building organization sector in the past year. In particular, the sector has left 3 great impressions in advising on personnel work in a fundamental and methodical manner, the projects were carefully prepared, focusing on much intelligence; the implementation of resolutions was deployed drastically and focused, creating changes at all levels and sectors, initially preventing and pushing back the state of degradation, fighting against corruption and waste; the Party building organization sector has many innovations, improving working methods, strictly ensuring democracy, objectivity, transparency, and fighting against power abuse.

Suggesting and emphasizing some tasks in 2019, comrade Tran Quoc Vuong said that Party organization and building is an extremely important but extremely complicated field. 2019 is the year of preparation for the 13th National Party Congress, so the workload of the personnel organization sector is greater and more complicated.

He suggested that the sector promote the achievements gained in the past time, closely follow the Party's platform, synchronously deploy key tasks, as well as strategic breakthroughs. In particular, he emphasized the implementation of Resolution 4 of the 12th Central Committee in conjunction with Directive 05 of the Politburo, resolutely and persistently push back the degradation in the Party with strong measures.

In restructuring the apparatus and political system, it is necessary to be determined to promote decentralization of functions and tasks, reduce operational units, and actively streamline the payroll. However, the implementation must be cautious, certain, and avoid haste. Because if there is a mistake in organizational work, it is difficult to fix it, "a mistake of an inch can lead to a mile astray".

To select a quality team, comrade Tran Quoc Vuong noted that it is necessary to pay attention to three factors: the leader, the person doing the organizational work and the selected subject. “The leader must be impartial and objective; the appointed subject must be ethical and capable. If we can do that, we can soon overcome the situation of running for positions and power”. In implementation, it is necessary to harmonize ideological work, organization and supervision. Personnel work needs to be public, transparent, with a reasonable structure between virtue and talent, taking virtue as the foundation. From there, prepare an important step for personnel of Party Congresses at all levels and the 13th National Party Congress. Party committees and organizations continue to perfect the institution on Party building work, in order to ensure connectivity, as well as serve as a basis for monitoring the grassroots and evaluating cadres; focus on promoting decentralization, inspection and supervision of power.
