The Ministry of Education does not require individuals to recognize foreign degrees.
Recognition of degrees issued by foreign educational institutions is based on the requirements of employers or individual needs.
At the online exchange session "Recognition of diplomas granted by foreign educational institutions to Vietnamese people" held on the afternoon of January 25 in Hanoi, Mr. Mai Van Trinh - Director of the Department of Quality Management (Ministry of Education and Training) informed that the management of diplomas, including diplomas granted by foreign institutions to Vietnamese people, has been implemented since 10 years ago. To date, about 24,000 diplomas have been recognized, while there are also diplomas that have not been or are not recognized.
However, the current system of legal documents related to diplomas does not have any part requiring learners to have their diplomas recognized. "The recognition of foreign diplomas is not a requirement of the Ministry of Education but is requested by agencies, organizations, employers, or individual needs. The Ministry only carries out the procedures for recognition," said Mr. Trinh.

The Director of the Department of Education Quality Management shared that the Ministry of Education has made improvements over the past two years to simplify the diploma recognition procedure. The Ministry has built a website so that those in need can submit their applications directly and in the near future, everyone can do the recognition procedure online. The Ministry's website system has relatively complete information about educational institutions around the world and this list is constantly updated. These are all verified schools, those in need of diploma recognition can research on the website to save time traveling.
Having worked as Deputy Director of the Department of Higher Education for 19 years, Dr. Le Viet Khuyen affirmed that for a long time, the issue of diploma recognition has always been a headache but there has been no radical solution. Although the Ministry has proposed solutions, the issue related to diploma recognition is increasingly complicated. "If we continue to pursue diploma recognition now, it will be very cumbersome. Therefore, I propose to leave that matter to the employer," Mr. Khuyen proposed.

Mr. Tran Van Nghia, Head of the Department of Personnel Organization (Ministry of Science and Technology) said that no unit is required to confirm the degree, but if not, the Department of Personnel Organization in that unit must take responsibility. If the position requires a doctorate, the degree must be recognized.
Having worked for many years as Deputy Director of the Department of Quality Management (Ministry of Education), Mr. Nghia acknowledged that there are two problems with the current recognition of diplomas. First, the foreign diploma system is not completely similar to Vietnam's. For example, some countries have a degree that is higher than a bachelor's degree but lower than a master's degree, which is not available in Vietnam. Therefore, the arrangement of the positions of the diplomas needs to be considered.
The second is the verification of real and fake degrees. There are many people who make fake degrees from very similar schools, and the state management agency has discovered this by contacting the foreign education system for assessment. Verification takes time.
