Local leaders will be held responsible before the province if Tet gifts do not reach poor households.
(Baonghean.vn) - This is the affirmation of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation at the online conference between the Standing Committee of the Provincial Party Committee and the Standing Committees of the District, City and Town Party Committees taking place on the morning of February 1.

Assessment of the socio-economic situation in January 2019, key tasks in the first quarter of 2019 shows that in the agricultural sector, the whole province has planted 38,798.5 hectares of winter crops, an increase of 4.37% (1,624 hectares) over the same period last year. Currently, farmers are actively implementing the plan to plant over 90,000 hectares of spring crops. The industrial production index increased by 9.21% over the same period last year.
Total provincial budget revenue in January 2019 is estimated at VND 1,180 billion, equal to 8.74% of the annual estimate, up 10.16% over the same period last year, of which domestic revenue is estimated at VND 1,064 billion, equal to 9.02% of the estimate, down 0.67%. Total budget expenditure is estimated at VND 1,426.2 billion, equal to 5.86% of the estimate.

By January 30, 2019, 21/21 districts, cities, towns and 3 units for nurturing and caring for people with meritorious services had completed the payment of regular preferential allowances for February 2019 to people with meritorious services and social protection with a total amount of more than 177 billion VND. The budget for visiting and giving Tet gifts to people with meritorious services to the revolution and social protection subjects in the province was more than 46 billion VND. The Government has provided and supported 1,264,860 kg of rice to 22,709 households, 84,324 people during the Lunar New Year 2019.

Implementing the Letter of Provincial Party Secretary Nguyen Dac Vinh calling for support to help the poor celebrate the Lunar New Year 2019 and the Plan of the Provincial People's Committee on organizing the Tet for the poor program, as of January 25, 2019, 341 units, agencies, enterprises and individuals registered to support Tet for the poor with the amount of money and goods of more than 66.6 billion VND; 142 units, enterprises and individuals went to give gifts directly and deposited into the Provincial State Treasury with a total amount of nearly 24.5 billion VND.

The conference listened to delegates from departments, branches, districts, cities and towns report on the implementation of socio-economic, national defense and security tasks in January 2019 and the plan for the first quarter of 2019, especially social security work, taking care of people to celebrate the Lunar New Year.

The Provincial Party Secretary emphasized that although according to reports, all districts have completed Tet programs for the poor and have paid attention to people with meritorious services and policy families, local leaders will have to be responsible to the province for whether Tet gifts reach the people or not.
Giving Tet gifts must also be done fairly, ensuring that not only poor households but also near-poor households are cared for.

The Provincial Party Secretary directed units, departments, branches and localities to have close coordination in ensuring national defense and security, especially in preventing firecrackers. Previously, according to the report of the Provincial Police, recently, the forces discovered and seized more than 13 tons of various types of firecrackers. Therefore, to limit and prevent the situation of setting off firecrackers during Tet, Provincial Party Secretary Nguyen Dac Vinh directed districts, cities and towns to urgently deploy strict and strict measures, in which the chairmen and police chiefs of communes, wards and towns are assigned the responsibility of managing, inspecting and supervising the area.

Units must also take every measure to ensure traffic safety, security and order, and serve the travel needs of the people. In addition, military and police forces must ensure good standing work and effectively handle unexpected situations that may arise.
The Provincial Party Secretary also reminded units to do a good job of inspecting, supervising and handling food hygiene and safety issues, and proactively preventing and stopping social evils. In particular, the head of Nghe An Provincial Party Committee requested commanders of branches, heads of units, and leaders of localities to seriously set an example in carrying out tasks during Tet.
