Nguyen Viet Tan, Director of Vietnam Expressway Technical Services Joint Stock Company (VEC E), announced this morning that the company has decided to permanently refuse service to two vehicles with license plates 51A-55850 and 51G-77256 on all expressways managed and operated by VEC.
The reason is that these two vehicles violated regulations according to Decision 13/QD-VEC-HDTV dated January 10, 2019, on the issuance of regulations on refusing and resuming service to vehicles violating traffic rules when participating on expressways managed and operated by VEC E.
Specifically, at 6:20 PM on February 10th (the 6th day of the Lunar New Year), a car with license plate 51A-55850 entered toll lane number 7, heading from Long Thanh towards Ho Chi Minh City. Upon reaching the toll booth, despite receiving signals from the staff, the driver did not present the toll card or pay the fee, but deliberately stopped in the toll lane. Several elderly people, women, and children got out of the car and intentionally caused a disturbance, drawing in vehicles from other lanes and causing traffic congestion.
Similar incidents occurred with vehicles 51C-78196 in lane 10 and 51G-77256 in lane 8. Toll booth staff explained the reasons for these incidents, which caused traffic delays, and invited drivers into the toll booth office for further clarification to avoid disrupting the flow of other vehicles.
"The drivers of the two vehicles with license plates 51A-55850 and 51G-77256, along with their passengers, disregarded traffic control officers' instructions, vandalized property, threatened to assault officers, caused traffic congestion at the station, and disrupted public order and security in the area," according to Mr. Tan.
Representatives from VEC E Company affirmed that the traffic congestion from Km18 to Long Thanh Bridge at Km12 heading towards Ho Chi Minh City on the 6th day of Tet was entirely due to objective incidents, not due to delays in toll collection causing congestion at the toll station. Therefore, requests related to opening the toll gates are unreasonable and not in accordance with current regulations.
Earlier, at 2:50 PM on the same day, a fire broke out in a patch of reeds within the safety corridor of the Ho Chi Minh City - Long Thanh expressway (cause unknown), at Km 14, heading from Long Thanh towards Ho Chi Minh City.
The fire produced smoke that lasted until 3:40 PM, affecting the visibility of drivers and causing vehicles to move slowly.
Additionally, at 4:45 PM, a collision occurred between car 51F-46117 and car 51D-04465 at Km 13+500 on the Long Thanh bridge slope, heading left from Long Thanh towards Ho Chi Minh City. The accident resulted in one of the two cars sustaining severe damage to its front end and becoming immobile.
Subsequently, at 5:50 PM, a vehicle broke down on the Long Thanh bridge slope, heading left from Long Thanh towards Ho Chi Minh City. At 6:10 PM, at Km 11+200, heading left from Long Thanh towards Ho Chi Minh City, before toll lane 12, a collision occurred between a 16-seater vehicle with license plate 51B-20749 and another vehicle with license plate 51A-88160. The two drivers stopped their vehicles, a scuffle ensued, and they obstructed other vehicles from entering the toll lane.
