(Baonghean.vn) - In the atmosphere of the whole country enthusiastically launching the emulation movement for labor production on the first working day of the New Year of the Pig 2019, on the morning of February 11 (the 7th day of the Lunar New Year), in Hanoi, Prime Minister Nguyen Xuan Phuc visited and worked with the Vietnam Bank for Social Policies (VBSP).

Attending the meeting were comrade Mai Tien Dung - Member of the Party Central Committee, Minister, Chairman of the Government Office; comrade Pham Viet Thanh - Member of the Party Central Committee, Secretary of the Party Committee of the Central Enterprises Bloc; comrade Le Minh Hung - Member of the Party Central Committee, Governor of the State Bank of Vietnam and Chairman of the Board of Directors of the Vietnam Bank for Social Policies; comrade Duong Quyet Thang - Secretary of the Party Committee, Member of the Board of Directors, General Director of the Vietnam Bank for Social Policies; comrades representing ministries, departments, branches and key leaders of the Vietnam Bank for Social Policies at the head office.

This is also considered the first meeting of the Spring of the Year of the Pig of the Social Policy Bank system when all branches nationwide attend and watch via online television.

On behalf of the Board of Directors of the Bank for Social Policies, General Director Duong Quyet Thang respectfully reported to the Prime Minister the performance results of the Bank for Social Policies after more than 16 years of establishment and development.

With a nationwide network of operations and direct transactions at nearly 11,000 commune transaction points, the Vietnam Bank for Social Policies has mobilized over VND 194 trillion (of which the capital entrusted by localities to the Vietnam Bank for Social Policies to make loans to social policy beneficiaries reached VND 11,809 billion) to lend with a total outstanding debt by the end of 2018 reaching over VND 187 trillion; nearly 6.7 million poor households, near-poor households and policy beneficiaries still have outstanding debt; of which, outstanding debt of credit programs according to the growth plan assigned by the Prime Minister reached VND 165,141 billion, always completing 100% of the plan every year. Credit quality has been constantly improved, overdue debt and frozen debt only accounted for 0.78% of total outstanding debt.

After 16 years of operation, the Vietnam Bank for Social Policies has provided preferential loans to over 34.1 million poor households and other policy beneficiaries, helping over 5.1 million households overcome the poverty line; attracting and creating jobs for over 3.6 million workers; over 3.6 million students in difficult circumstances have received loans for their studies; built over 11.3 million clean water and environmental sanitation works in rural areas; nearly 105,000 houses for flood-proof households in the Mekong Delta, nearly 568,000 houses for poor households and policy households, nearly 13,000 houses to prevent storms and floods in the Central provinces; over 118,000 workers from policy families have received loans to work abroad for a limited period of time...

Speaking with the staff and workers of the Social Policy Bank, Prime Minister Nguyen Xuan Phuc acknowledged and praised the Social Policy Bank for always completing the tasks assigned by the Party and the State, in line with the people's expectations. This has been demonstrated through the number of people borrowing capital for the right purposes and helping tens of thousands of people find jobs, millions of students in difficult circumstances, the poor to borrow capital, overdue debt at a very low level... In particular, the political system has joined the Social Policy Bank system in lending and supervising, helping loans achieve high efficiency.

The Prime Minister stated that the operational model of the VBSP has been proven to be suitable for the conditions and structure of our country's political system, not only in terms of economic efficiency, access to credit, and capital use, but also in terms of great political and social significance.

Reiterating the country’s development goal of “leaving no one behind”, the Prime Minister emphasized the important role of the VBSP in implementing the task of ensuring social security assigned by the Party and the State. The Prime Minister requested the VBSP system to continue to unite, strive to overcome difficulties, effectively organize and implement all activities, and pay attention to the following tasks:

Firstly, the VBSP continues to perform well in social policy credit activities, ensuring convenient lending to the right subjects, for the right purposes, publicly and transparently, and conveniently for the people; Continue to implement well Directive No. 40-CT/TW of the Central Party Secretariat and Decision No. 401/QD-TTg of the Prime Minister; Reform lending procedures to be simple, ensuring transparency and the right subjects.

Second, it is necessary to coordinate with socio-political organizations and localities to monitor implementation, consolidate and improve the quality of activities.

Third, the VBSP must promote the application of information technology in lending activities to reduce costs and create favorable access conditions for borrowers.

Fourth, it is necessary to coordinate with relevant agencies, especially in consulting, providing technical support, and guiding people to borrow capital. “The staff of the Social Policy Bank must both provide credit and guide people on effective production and business models,” said the Prime Minister.

Fifth, the People's Credit Fund needs to continue to care for the material and spiritual life of officers and employees throughout the system so that they can feel secure in their work and dedication.

On behalf of the Board of Directors, Executive Board and staff of the VBSP system, Comrade Le Minh Hung - Governor of the State Bank and Chairman of the Board of Directors of the VBSP expressed his sincere thanks to the Prime Minister and the Working Group for their affection for the agricultural and rural credit policy in general and the activities of the VBSP in particular.
