The Provincial Internal Affairs - Armed Forces Block includes: Provincial Border Guard, Provincial Military Command, Provincial Police, Provincial People's Procuracy, Provincial People's Court, Provincial Inspectorate, Department of Justice and Civil Judgment Enforcement Department.
In recent times, patriotic emulation movements between agencies and units in the Bloc have been regularly organized to encourage cadres, civil servants and soldiers to enthusiastically compete to achieve excellent results, contributing to the successful implementation of the set key goals.
At the conference, the units approved the draft action plan and the content of the emulation covenant for 2019. Accordingly, the sectors committed to continue to promptly and extensively disseminate and seriously implement the resolutions of the Party Central Committee, the directives of the Politburo, and attach the responsibilities of Party committees, Party organizations, heads of agencies and units to the leadership and direction of the Emulation and Reward work.
The focus of the patriotic emulation movement is to carry out the movements launched by the Prime Minister: "The whole country joins hands to build new rural areas" in the period of 2016-2020; "The whole country joins hands for the poor - No one is left behind".

Sectors proactively grasp the situation, effectively execute assigned political tasks; ensure political security and social order and safety; command and manage the organization of military forces, militia and self-defense forces to protect border areas, mainland and islands; exercise the right to prosecute and supervise judicial activities; protect justice and human rights; try cases and execute judgments; inspect, resolve complaints and denunciations, and prevent corruption.
Another important content is to strengthen democracy, continue to review, supplement and strictly implement regulations and rules in accordance with the actual situation and requirements and tasks of each agency and unit. Maintain and implement good discipline and internal security, not to let negative incidents and violations of discipline and law happen.
The units also continue to innovate and improve the effectiveness and efficiency of State management according to the functions and tasks of each sector, agency and unit; discover, introduce and replicate examples of "good people, good deeds"; at the same time, strengthen inspection, detection and strict handling of violations; promote administrative procedure reform to serve the people.

This commitment signing activity is also an opportunity for sectors in the Bloc to exchange, learn experiences and work on directing the implementation of patriotic emulation movements; disseminate good and effective practices of units in the organization.
In 2019, the Provincial Border Guard Command was assigned the task of being the Block Leader; the Provincial People's Procuracy - Deputy Block Leader. The Block unanimously proposed the motto of action: "discipline, integrity, action, creativity, efficiency, breakthrough".
