Failing high school graduation, students can be granted a certificate
A certificate of completion of general education will be issued to qualified candidates who do not take the national high school exam or fail the exam.
The draft Law on Education (amended) dated September 27, 2018 was consulted by the public. In particular, Article 32 related to the confirmation of completion of primary and high school programs and the granting of junior high and high school graduation certificates has attracted much attention.
According to the draft, students who complete the primary school program and meet the requirements set by the Ministry of Education and Training will have their primary school completion confirmed by the principal in their transcripts. Secondary school students will be awarded a secondary school graduation certificate by the Head of the Department of Education at the district, county, town, or provincial level.

High school students who meet the requirements set by the Minister of Education will be eligible to take the national high school exam. If they meet the requirements, they will be awarded a graduation certificate by the Director of the Department of Education of the province or centrally-run city.
In case the student is eligible to take the exam but does not take it or fails the exam, the school principal will still "grant the student a certificate of completion of the general education program if needed". This is a completely new point compared to the current Education Law.
The report on public opinion on the draft Law on Education (amended) of the Government shows that the majority of opinions agree with this new regulation. Because it overcomes the shortcomings of the current Law on Education when it does not stipulate a form of recognition of completion of the general education program for students who have completed the high school program but did not take the exam or did not pass the graduation exam.
In addition, there are opinions suggesting that the authority to issue certificates of completion of general education programs be assigned to the Department of Education instead of the principal. Others suggest specifying the conditions for being granted certificates of completion of general education programs and clearly defining the purpose of granting certificates. This regulation ensures the implementation of the issue of connectivity for learners.
The revised Law on Education has been discussed by the National Assembly in two sessions and is expected to be passed at the mid-2019 session.
