This content was presented at the regular meeting of the Provincial People's Committee on the morning of February 26 to listen and give opinions on the project to build the Nghe An Provincial Public Administration Service Center.

According to the report of the Provincial People's Committee Office, the settlement of administrative procedures (TTHC) under the one-stop and one-stop mechanism is currently carried out at the Reception and Results Department at 21 provincial-level Departments, branches and sectors with a total of 1,359 cases.administrative procedures

The implementation of the one-stop mechanism and the interconnected one-stop mechanism has generally contributed to overcoming delays, pushing, avoiding, and reducing inconvenience, negativity, and harassment in the process of handling administrative procedures for organizations and individuals.

However, in some units and fields, the rate of handling administrative procedures overdue according to regulations is still high and the quality of handling is not high; the collection of fees and charges has not really ensured accuracy and transparency; meanwhile, the monitoring, inspection and supervision of the process of handling administrative procedures of the province for units is not really synchronous and effective, and has not ensured accuracy and transparency.

The handling of administrative procedures by some receiving and returning departments still has the nature of giving and receiving in the perception of cadres, civil servants, public employees as well as people and businesses...

Based on the existing problems and in order to implement the policies of the Party and the Government on administrative reform, especially Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and one-stop mechanism in handling administrative procedures, the Provincial People's Committee has a policy to build and put into operation the Provincial Public Administration Service Center.

Accordingly, when this center comes into operation, it means that the departments, branches, specialized units under the Provincial People's Committee and 6 Central agencies organized vertically in the province will no longer have a department to receive and return results according to the one-stop and one-stop mechanism, but the administrative procedures will be concentrated at a single point at the center to receive, guide, resolve or coordinate the resolution of records and return the results of handling administrative procedures to individuals and organizations.

After listening to the opinions of members of the Provincial People's Committee and representatives of some departments and branches, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed the high consensus on the policy of establishing the Provincial Public Administration Service Center, which is directly managed by the Provincial People's Committee Office under the supervision of the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee.

The Chairman of the Provincial People's Committee assessed: Once put into general operation and management, the quality and time of handling administrative procedures will be closely monitored, on time; people and businesses will not have to meet directly with officials and civil servants handling professional matters of departments and branches, creating fairness and transparency; overcoming the existence of one-stop shop, one-stop shop in formality, even though there are regulations on handling time but still letting it "drift" for a whole month without handling without sanctions to handle the responsibility of organizations and individuals, especially the heads of departments, branches, agencies and units.

To ensure the center goes into operation soon and operates with quality, Chairman of the Provincial People's Committee Thai Thanh Quy noted that the Provincial People's Committee Office should accelerate the application of IT, build software, create close connections between the general control room with departments, branches and leaders of the Provincial People's Committee, including connecting with people and businesses so that they can grasp the process of processing their documents from the center.

On the other hand, it is necessary to develop a set of procedures and regulations for handling administrative procedures, including human resource management and assessing the satisfaction of people and businesses, on that basis, evaluating officials and civil servants performing public duties.
