The New York Times on March 4 quoted a source familiar with the matter as saying that Huawei is preparing to file a lawsuit in the Eastern District Court of Texas regarding the National Defense Authorization Act (NDAA) for fiscal year 2019 signed by US President Donald Trump last August, which includes several provisions to restrict the use of Huawei equipment.

According to this newspaper, Huawei believes that the above US law is a legal action to punish an individual or organization without going through the court system.

The NDAA provides for $716 billion in defense spending in fiscal year 2019. It also increases the powers of the Committee on Foreign Investment in the United States (CFIUS), which reviews proposed foreign investments and assesses whether they pose a potential threat to national security. It also provides congressional oversight of contracts the U.S. government signs with Chinese tech giants ZTE and Huawei.

The move was made after Ms. Meng Wanzhou - Chief Financial Officer (CFO) of China's Huawei Technology Group announced that she had filed a lawsuit with the Supreme Court of British Columbia against the Canadian Government, the Border Services Agency and the Royal Canadian Mounted Police, accusing these agencies of seriously violating her constitutional rights when arresting her at Vancouver International Airport on December 1, 2018.

Ms. Meng Wanzhou was arrested at the request of US officials on charges of violating sanctions against Iran.
