(Baonghean) - The "Effective Mass Mobilization" emulation movement in Thai Hoa town has been implemented in many diverse and practical forms, creating a widespread impact in the community. In particular, the "Effective Mass Mobilization" movement, linked to building urban civilization, has yielded positive results and strongly impacted the appearance of this young town.
Consensus on building a civilized city
As the central ward of Thai Hoa town, the construction of a civilized urban ward is a priority for the Party Committee and the government of Hoa Hieu ward. When the ward issued its plan for building a civilized urban ward, it received widespread support from the people through concrete actions. In 2018, each household voluntarily contributed 200,000 VND to purchase equipment for the community cultural centers in the 12 blocks. Particularly in Kim Tan block, residents contributed 100 million VND, and the ward provided 110 million VND to install security cameras at central intersections.

Simultaneously, the community mobilization efforts in Hoa Hieu ward have encouraged residents to sign commitments not to violate traffic safety corridors. To date, more than 600 out of 700 households have voluntarily dismantled and cleared traffic safety corridors, creating clear roads and sidewalks, and ensuring environmental hygiene. Hoa Hieu is the first ward in Thai Hoa town to achieve the urban civilization standard.

“Through the propaganda and mobilization efforts of the ward and neighborhood, people have become more aware of their duties, responsibilities, and rights in building a civilized urban area, refraining from encroaching on sidewalks and roads, ensuring environmental hygiene and urban aesthetics along the streets, as well as renovating the facades of their houses, contributing labor and funds to implement projects, and contributing to building a civilized neighborhood and ward,” shared Mr. Nguyen Van Hong from Kim Tan neighborhood, Hoa Hieu ward.
Long Son Ward has key projects of the town being implemented in the area, such as: the main arterial road, 4 urban areas, Hieu II Bridge and the roads at both ends of the bridge, with more than 300 households directly affected. Land clearance and acquisition are difficult because they directly involve the rights of organizations and individuals.

The Party Committee, government, departments, and mass organizations of Long Son ward have established a mobilization team, assigning specific tasks to each member to participate in mobilizing and disseminating information to cadres, Party members, and the people; directly guiding and assigning tasks to Party committees and block leaders to thoroughly understand the thoughts, feelings, and aspirations of households in order to reflect and propose to the town's leadership timely guidance, direct dialogue, and explanation to the people. The ward also actively supports and assists the people in receiving compensation and handing over land to the investor with many positive, decisive, and effective solutions, while also focusing on protecting the rights of the people...
According to Ho Thi Bich Hai, Deputy Secretary of the Long Son Ward Party Committee, the exemplary leadership of cadres and Party members is a crucial factor in mobilizing the public to support land clearance policies for project implementation. The Party Committee, government, Fatherland Front, mass organizations of the ward, and cadres involved in land clearance regularly stay close to the area, promptly grasping the thoughts and aspirations of the people, and effectively carrying out "skillful mass mobilization"... After gaining the people's consensus, land clearance is carried out quickly and efficiently, allowing projects to be implemented.

Implementing the "Effective Mass Mobilization" movement in the campaign "All People Unite to Build New Rural Areas and Civilized Urban Areas," Thai Hoa town has 34 types of self-governance models and 3,279 self-governance activities in residential communities across all aspects of social life. Notably, the Town's Veterans Association directed its grassroots branches to establish 82 self-governing roads; the Veterans Associations of Nghia Tien, Nghia My, and Hoa Hieu districts built self-governance models for security and order, and exemplary veteran models for implementing the new rural cultural lifestyle; and the Quang Phong Ward Veterans Association established a model for self-governance in street lighting.
The Women's Union of the town directed its grassroots branches to build self-governing models for environmental protection, creating flower-lined roads (transforming waste into flowers). The Youth Union of the town built self-governing road sections, with 109 such sections and a model road (mural road) 100m long in Quang Tien ward showcasing three themes of environmental protection... Self-governing activities and models in residential communities, linked to various movements and campaigns, are increasingly effective and widespread.
In 2018, the entire town registered and replicated 98 successful mass mobilization models (including 27 at the town level and 71 at the grassroots level) linked to movements and campaigns launched by the Fatherland Front and its members, yielding many positive results. Party committees at all levels directed dialogues between commune and ward Party committees and authorities with the people; 50 dialogues were organized in 10 communes and wards, and 3 dialogues were held between the Town Party Committee Standing Committee and the people of 4 hamlets in Tay Hieu, with 2,360 participants and 195 opinions expressed.

Replicating the models
In implementing the "Effective Mass Mobilization" movement, all levels and sectors in Thai Hoa town have focused on grassroots activities, conducting surveys to develop plans, and selecting areas to build models suitable to the specific conditions of each locality and unit.
"Skillfully" thinking and finding appropriate measures such as organizing public meetings, conducting on-site surveys of operational situations, and listening to people's opinions; "Skillfully" organizing dialogues with the people; "Skillfully" mobilizing people to participate in implementing socio-economic development tasks, poverty alleviation; transforming the structure of crops and livestock, applying scientific and technological advancements to production, eliminating outdated production practices in some hamlets and villages; mobilizing people to clear land for the implementation of key projects and attracting investment in the town.
In particular, the town actively addresses pressing social issues at the grassroots level. It mobilizes the people to fight against outdated customs and preserve and promote the national cultural identity.
