On the afternoon of March 21, 2019, at the Party Central Committee headquarters, the Politburo had a working session with the Standing Committee of Nghe An Provincial Party Committee on the review of 5 years of implementing Resolution No. 26/NQ-TW on directions and tasks for the development of Nghe An province until 2020. General Secretary and President Nguyen Phu Trong chaired the meeting.

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee and representatives of a number of relevant departments and branches.

On July 30, 2013, the Politburo (11th tenure) issued Resolution 26-NQ/TW on the direction and tasks for developing Nghe An province until 2020. This is a special concern of the Politburo, aiming to create conditions for President Ho Chi Minh's homeland to have opportunities and motivation to develop commensurate with its potential.

After 5 years of implementing Resolution No. 26 of the Politburo, in the context of many difficulties, with the attention and support of the Central Committee, the Party Committee and people of Nghe An have united, promoted internal resources, attracted external resources, and strived to achieve many important results.

The total product in the province (GRDP) in 2018 was 115.67 trillion VND, ranked 10th out of 63 provinces and centrally-run cities; the average increase in the period 2014 - 2018 was 8.0%/year; budget revenue increased steadily every year, in 2018 it reached 14,052 billion VND, an increase of 1.74 times compared to 2013; GRDP per capita in 2018 reached 38 million VND, an increase of 1.57 times compared to 2013; economic structure shifted in the right direction.

The proportion of industry, construction and services increased from 74.97% to 79.50%; agriculture, forestry and fishery decreased from 25.03% to 20.50% compared to 2013; The investment and business environment has been increasingly improved; Nghe An's Provincial Competitiveness Index (PCI) in 2017 led the North Central provinces, ranked 21st in the country, up 25 places compared to 2013.

Attracting domestic and foreign investment has achieved many positive results; In the period 2014 - 2018, 690 projects with a total registered capital of 142,987 billion VND were attracted.

Compared with the target, Nghe An has developed in the right direction, many forecasted targets will be achieved and exceeded; socio-economic development has been quite fast and sustainable; infrastructure is increasingly improved, gradually becoming the connecting center of the North Central region.

Many criteria for industrial province orientation have been achieved quite well such as: proportion of industry, construction and services in economic structure, urbanization rate, rate of trained labor.

Compared to the northern provinces, Nghe An is one of the 15 provinces with good growth and is in the group of 10 provinces with the highest budget revenue. National defense - security, social order and safety are maintained. Party building work is strengthened, the political system from the province to the grassroots is increasingly consolidated and developed.

Nghe An must have more aspirations and more decisive leadership.

At the working session, the Politburo acknowledged the results that Nghe An has achieved in the past 5 years. The Party Committee, government and people of Nghe An province have closely coordinated with central ministries, branches and relevant localities, constantly made efforts, created creativity, seriously and effectively implemented Resolution 26 of the Politburo and achieved many outstanding results.

The Politburo has contributed many thoughtful and profound opinions on the direction and tasks for the development of Nghe An province in the coming time.

Concluding the working session, General Secretary and President Nguyen Phu Trong highly appreciated the efforts and strong will of the Party Committee and people of Nghe An province in implementing Resolution 26 over the past five years.

The General Secretary and President praised the Party building work, marine economic development, the Western region, new rural construction... in Nghe An.

Besides, the General Secretary and President also pointed out existing limitations that need to be overcome, such as some set targets not being achieved, few breakthroughs in development, and strengths not being promoted.

He said that in the coming time, Nghe An needs to promote the advantages of this land of talented people, rich in cultural traditions, with many advantages for development, and many contributions to the country.

“Nghe An must have more aspirations, more drastic direction, find every way to overcome difficulties, must be the leading province of the country, must have a way of doing things, have a strategy, intelligence, have long-term and overall planning for 5 years, 10 years, choose steps, choose specific ways of doing things, not be greedy to do too much without achieving anything.”
