A candidate from Son La province had their national high school exam score increased by 26.55 points.

44 candidates submitted 95 multiple-choice test papers, and two Literature papers saw their scores drop after the re-evaluation. The biggest drop was in Mathematics, with a decrease of 9 points.

On the evening of March 23, the Ministry of Education and Training announced that the Security Investigation Agency (Son La Provincial Police) had provided information regarding irregularities in the 2018 National High School Examination results in the province. The police determined that the multiple-choice answer sheets had been altered, but not by the candidates themselves.

Following a request from the Son La Security Investigation Agency and in accordance with regulations, the Ministry of Education established an evaluation council to re-evaluate the exam papers of the candidates, as a basis for concluding the investigation of the case and handling any violations.

The security agency's investigation and the re-evaluation results show that 44 candidates, with 95 multiple-choice tests and two Literature papers, had lower re-evaluated scores than the previously announced scores. Among them, the candidate with the largest score reduction after re-evaluation lost 26.55 points across three subjects. The subject with the biggest score reduction was Mathematics, with a decrease of 9 points.

This assessment score is the official score of the 2018 National High School Graduation Examination; it will be used to replace previously announced results for the purpose of granting high school graduation certificates and for university and college admissions.

The Ministry of Education has issued a directive to the Son La Department of Education to update exam results; consider and approve high school graduation and notify relevant candidates of the results; and provide information on exam scores to the Department of Schools (Ministry of National Defense), the Department of Training (Ministry of Public Security), universities, colleges, and vocational schools to update and review admission results for relevant candidates.

The Ministry of Education also requested that universities, colleges, and vocational schools maintain close contact with the Son La Department of Education to obtain information; and use the information provided to review the admission results of their respective schools.

"The irregularities at the 2018 National High School Examination in Son La and Hoa Binh provinces are still being investigated by relevant authorities, and the dossiers are being completed for strict handling in accordance with the law," a representative from the Ministry of Education stated.

In 2018, Son La province had over 10,300 candidates taking the national high school graduation exam, with an average score of 4.21 across all subjects, the lowest in the country. However, the percentage of candidates achieving scores of 9 or higher in Mathematics and Physics in the province far surpassed that of some localities with a tradition of high academic achievement.

After the Ministry of Education's Task Force discovered signs of irregularities that falsified the exam results of some candidates, the Security Investigation Agency (Son La Provincial Police) intervened and found that many multiple-choice test papers showed signs of being erased before the original data files were sent to the Ministry of Education.

On July 26, 2018, the Security Investigation Agency initiated a criminal case for the crime of...Abusing one's position and authority while performing official duties., in accordance with Article 356 of the 2015 Penal Code, to investigate irregularities at the 2018 National High School Examination Council in Son La province.

The five individuals involved in the violations are: Tran Xuan Yen (Deputy Director of the Department of Education, Member of the Examination Steering Committee, Vice Chairman of the Examination Council, Deputy Head of the Standing Committee of the Examination Marking Board, Head of the Multiple-Choice Examination Marking Team); Nguyen Thi Hong Nga (Specialist in the Examination and Quality Management Department, Son La Department of Education, Secretary of the Steering Committee, Member of the Multiple-Choice Examination Marking Team); Cam Thi Bun Son (Deputy Head of the Political and Ideological Department, Member of the Multiple-Choice Examination Marking Team); Dang Huu Thuy (Deputy Principal of To Hieu High School, Member of the Multiple-Choice Examination Marking Team); Lo Van Huynh (Deputy Head of the Examination Department, Member of the Steering Committee, Member of the Examination Council, Head of the Secretariat).
