Nghe An: The fund to support farmers in many districts is only a few hundred million VND.
(Baonghean.vn) - Faced with the above situation, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee of Project 61 of Nghe An province proposed to continue to take care of building the Farmers Support Fund and activities to support farmers.
On the morning of March 28, the Steering Committee of Project 61 of Nghe An province organized an assessment of the implementation results of Conclusion No. 61 - KL/TW of the Central Party Secretariat (Conclusion 61) and Decision No. 673/QD-TTg of the Prime Minister (Decision 673) in 2018 and orientation of tasks in 2019.

Tens of thousands of farming households are given unsecured and entrusted loans.
During the year, the Vocational Training and Farmer Support Center under the Provincial Farmers' Association directly opened vocational training classes for 1,135 students; the associations at all levels coordinated to organize 256 vocational training classes for 8,725 rural workers, 1,223 training classes on transferring scientific and technical advances with the participation of 86,833 farmer members.
By December 2018, the provincial associations had coordinated with the Bank for Agriculture and Rural Development to provide credit to farmers to borrow capital to develop production and business with outstanding loans of VND 1,386 billion, lending to 14,808 farming households; receiving entrusted loans from the Social Policy Bank for poor households and other policy beneficiaries, with outstanding loans of VND 2,340 billion, lending to 73,882 households.

In 2018, farmers' associations at all levels in the province received credit from fertilizer suppliers in the province for farmers to buy fertilizer on installment payment, reaching 20,000 tons.
By the end of 2018, the capital of the Provincial Farmers Support Fund reached more than 54.6 billion VND, of which: The Central Government entrusted 16.7 billion VND; Provincial Fund more than 24.2 billion VND; District Fund more than 13.9 billion VND. From the Fund's capital, it has focused on investing in building 274 production and business models with more than 5,000 farmer members borrowing capital.
Up to now, 10 departments and branches have signed cooperation programs with the Farmers' Association. Most of the programs have been implemented effectively, contributing to each branch's good performance of its tasks and creating conditions for innovation in the Association's work and the farmers' movement.

At the meeting, in addition to the achieved results, the opinions of members of Steering Committee 61 also said that some localities have not paid due attention to the implementation of the proposed contents; the allocation of additional budget for the Farmers Support Fund at the district level is still low, and 18 district-level units have only a few hundred million VND compared to the target of an average of 1 billion VND.

Take care of building a Farmers Support Fund
On that basis, the Steering Committee immediately issued a general implementation plan, and coordinated with the sectors to carry out a number of specific tasks in 2019; thereby drawing experience for implementation in 2020. This is also the basis for evaluating the implementation of Conclusion 61 and Decision 673 of relevant departments and sectors.

In his concluding remarks, Comrade Nguyen Xuan Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee of Project 61 acknowledged the results in implementing Conclusion 61 and Decision 673, thereby contributing to the development of agriculture, rural areas and the peasant class.
Regarding the 2019 tasks, the Head of the Steering Committee of Project 61 suggested focusing on creating a better change in propaganda work, to continue to enhance the responsibility of all levels, sectors, and implementing organizations; at the same time, attach importance to building and replicating advanced models.
In addition, comrade Nguyen Xuan Son proposed reviewing and perfecting policies and mechanisms on agriculture, rural areas, and farmers; promoting the role of the Farmers' Association in undertaking and participating in rural development programs and projects; strengthening the association's organization and building the peasant class.

The Head of the Steering Committee of Project 61 of the province also proposed to implement the Project to propagate and mobilize farmers to produce, trade and consume safe agricultural products; continue to take care of building the Farmers Support Fund and activities to support farmers; closely coordinate with sectors to participate in programs and projects to develop agriculture, rural areas, and build new rural areas.
Besides, the Steering Committee needs to strengthen inspection, direction and supervision work; improve and enhance the responsibility of steering committees at all levels; and consult on directive documents of Party committees to direct implementation.
On December 2, 2009, the Secretariat of the 10th Party Central Committee issued Conclusion 61 - KL/TW on the Project "Enhancing the role and responsibility of the Vietnam Farmers' Union in agricultural development, new rural construction and building the Vietnamese peasant class in the period 2010 - 2020. On May 10, 2011, the Prime Minister issued Decision No. 673/QD - TTg on the Vietnam Farmers' Union directly implementing and coordinating the implementation of a number of programs and projects on rural economic, cultural and social development in the period 2011 - 2020.
