Apply new salary regime according to job position
At the Conference, the Provincial Party Executive Committee, term XVIII, approved the Action Program to implement Resolution No. 27 - NQ/TW of the 7th Conference of the Central Executive Committee, term XII, on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises in Nghe An province (Resolution No. 27).
Accordingly, the goal is to complete the consolidation and streamlining of the apparatus by 2021, and the effective and efficient operation of agencies and units in the political system; innovate the organizational system and improve the quality and efficiency of public service units according to Resolution 6 of the Central Committee (term XII); strive to achieve the rate of streamlining the payroll according to the approved project (reaching at least 10% of the total payroll compared to 2015).
By 2021, the goal is set to be the lowest salary of cadres, civil servants, and public employees equal to the average lowest salary of regions in the business sector; to apply the new salary regime according to job position, title, and unified leadership position for cadres, civil servants, public employees, and armed forces in the whole province.
Action Program of Resolution No. 27 also clearly states that by 2021, the annual regional minimum wage adjustment in the province will be implemented according to Government regulations and the payment capacity of enterprises so that the minimum wage ensures the minimum living standard of workers and their families.
By 2025, the lowest salary of cadres, civil servants and public employees will be higher than the average lowest salary in the business sector; implement labor and salary management in state-owned enterprises according to the method of salary payment contract linked to the production and business tasks of the enterprise.
By 2030, the lowest salary of cadres, civil servants and public employees will be equal to or higher than the lowest salary of the highest region of the enterprise sector; implement labor and salary management in state-owned enterprises according to the method of assigning production and business tasks of enterprises.
Bonus fund disbursement instructions
Concluding the content of the Action Program to implement Resolution No. 27, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation proposed to focus on re-approving the Job Position Project to have a basis for building the salary table.
The Provincial Party Secretary noted that the relevant agencies should study and provide guidance on salary payments for communal officials and civil servants because in the near future, communal-level budget allocation will be implemented.

On the other hand, Resolution 7 of the 12th Central Committee on reforming salary policy stipulates that the bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances for heads of agencies to spend in the form of rewards based on the assessment of labor productivity of cadres, civil servants, public employees and armed forces (public sector).
From this general policy of the Central Government, the Provincial Party Secretary requested that when implementing, there must be accompanying instructions for units to follow.
In addition, comrade Nguyen Dac Vinh also suggested that based on the legal framework, it is necessary to study regulations on salaries for autonomous units.
Also at the conference, the Provincial Party Executive Committee approved the Action Program to implement Resolution No. 28-NQ/TW of the 7th Conference of the 12th Central Executive Committee on reforming social insurance policies in Nghe An province.
Provincial Party Secretary Nguyen Dac Vinh requested that functional sectors develop specific implementation plans and strive to fulfill the targets of the Action Program to implement Resolution No. 28.
