The purpose of "buying" is also very diverse: Buying to be promoted, buying into the payroll, buying seats, buying degrees, buying achievements, buying rotations...

The “running” takes place in the “dark”, in a secret place, so almost only the “running” person and the “running” person know each other. There are positions such as deputy head of a department, but there are also people who “spend” a large amount of money to get the position because even though they are deputy in this department, they are often more important than the head of another department.

Even though the position is small, they are still willing to “run” because they see that the future of that position will be profitable for them. They invest money and will definitely get it back, but they will not invest in positions that are difficult to “make money”. Thanks to those direct impacts, the situation of "buying positions" and "buying power" is assessed to have decreased in practice, and personnel work in some places has become healthier. However, we should not be subjective because its developments are still very sophisticated and complicated in the context of preparing for Party Congresses at all levels, towards the 13th National Party Congress.

When officials are promoted through lobbying but do not have the capacity or qualifications to undertake the job, their work efficiency is low, they even make mistakes and shortcomings, which reduces the reputation of the organization.

Because promotion is not based on one's own ability, when officials enter leadership and management positions, they easily fall into abuse of power, harassment, and create frustration in society. The problem of "running" makes people with capacity and qualifications lose motivation to strive, become bored, insecure, and easily develop the mentality of "running" to follow trends because they are afraid that the opportunity will fall into the hands of others.

Just like that, whoever is strong and has many connections “runs” without caring about cultivating, training, and truly striving to get a position. This situation makes people dissatisfied, trust and fairness in society are reduced, it reduces the fighting power of party members and the prestige of the party organization.

To prevent and stop "buying positions" and "buying power", according to Associate Professor, Dr. Nguyen Minh Tuan, it is necessary to prevent from two sides: the person "buying" and the person who creates opportunities for others to "buy".

Clearly define the responsibilities and powers of the Party Committee, the head, the recommender, and the staff in charge of staff work in the cases of appointment, rotation, and transfer of staff. If the subjects with the right to decide on personnel work are not objective, impartial, fair, "love makes good, hate makes bad", then the evaluation and comments on staff will not be substantive and their votes will also be distorted by other entangled relationships. Anyone who does not do well, or distorts things for personal gain, must be dealt with.

Voters must also be responsible for their votes, and must have the qualifications to recognize and evaluate whether officials have truly outstanding abilities, and whether they are truly trustworthy and exemplary.

The vote of confidence can be distorted if we do not have the knowledge to properly evaluate people. If we are not highly responsible and not influenced by personal motives, we will certainly contribute to the evaluation of cadres in the most substantial way; at the same time, evaluating cadres must not only look at the profile but also be based on actual capacity to have comparison and contrast.

The head of the unit must be transparent, using the work, capacity and qualities of the appointed person as a measure, and not be influenced by relationships with relatives, cronies or group interests. In particular, the head must be exemplary and have vision because the final choice is still up to them.

Discussing the role of leaders in personnel work, Mr. Le Van Cuong emphasized that: "If the leader is clean, party members will feel secure; on the contrary, if the leader is dirty, no one will listen to him, and no one will believe him anymore."

To combat “buying positions” and “buying power”, the first and most important solution is to be open and transparent in personnel work. This is the most important factor to ensure a clean apparatus, ensure that power is given to the right people and to supervise officials in the process of exercising power.

In addition, competitive recruitment must be open, objective and transparent, creating opportunities for all candidates to present their action plans for the job position, and individuals who meet the requirements will be selected.

According to Mr. Le Van Cuong, the important group of solutions that cannot be ignored is to strengthen inspection and supervision work, promote the role of the people, the Fatherland Front, political and social organizations as well as press agencies. Because the eyes and ears of the people are one of the important measures to recognize and evaluate those who "buy positions" and "buy power".
