Implementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations, on the morning of April 5, at the headquarters of the Provincial Citizen Reception Committee, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation had a regular citizen reception session in April 2019.

Attending the reception were members of the Provincial Party Committee: Ho Phuc Hop - Head of the Provincial Party Committee's Organization Committee, Bui Thanh An - Head of the Provincial Party Committee's Inspection Committee, Le Minh Thong - Vice Chairman of the Provincial People's Committee; representatives of the leaders of the Provincial Party Committee's Party Committee, the Provincial Citizen Reception Committee, and relevant departments, branches and sectors.

There has been a policy to consider compensation for land acquisition for National Highway 1A Project.

During the citizen reception session of the Provincial Party Secretary, citizens took turns presenting petitions, complaints, and reflections related to a number of issues that were still worrying, slow to be resolved, or unresolved.

Representatives of households in Quynh Luu and Dien Chau districts, Hoang Mai town and Nghi Long commune, Nghi Loc district complained about issues related to the compensation policy for land acquisition to implement the National Highway 1A upgrading and expansion project. Regarding this content, according to Provincial Party Secretary Nguyen Dac Vinh: currently, the Government has issued a policy to consider compensation for households affected by the National Highway 1A upgrading and expansion project and Nghe An province is also actively petitioning the Government to soon arrange funds to have a source of timely payment to the people.

The Provincial Party Secretary requested the Provincial People's Committee to direct the districts to check and review the records of affected households to ensure publicity, transparency and fairness. Thereby, finalizing the list of records that are eligible for compensation and those that are not. For households that are eligible, when there is capital from the Central Government, payments will be made to the people.

At the meeting, representatives of a number of relevant local departments and branches answered and clarified a number of issues that citizens petitioned, reflected, and complained about within their authority.

After reviewing the contents of the citizens' presentations and the opinions of relevant agencies, Secretary of the Provincial Party Committee Nguyen Dac Vinh directly responded and explained some contents of the citizens' petitions and reflections; assigned tasks to the relevant agencies and localities to clarify some specific issues, and respond to the citizens in writing. At the same time, he requested the relevant agencies to carefully review the contents of the petition, study the handling direction to advise the Provincial Party Committee and the Provincial People's Committee to direct the settlement for the people in accordance with the provisions of law.

The Provincial Party Secretary's citizen reception session will continue this afternoon, starting at 1:30 p.m. at the Provincial Citizen Reception Office.

On April 1, 2019, the Nghe An Provincial Party Committee issued plan 184-KH/TU onImplementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of Party leaders in receiving people, having direct dialogue with people and handling people's reflections and recommendations. Accordingly,At the provincial level, the Provincial Party Secretary will periodically receive citizens on the 5th of every month (if it falls on a holiday, the meeting will be held on the following day). In special cases, if the Provincial Party Secretary does not preside over the regular citizen reception session, a Deputy Provincial Party Secretary will be authorized to preside over the citizen reception session.

At the district level (equivalent) and grassroots level, BTVThe Provincial Party Committee stipulates: Time, location, and participants in citizen reception are decided by the Party Committee Secretary on the basis of ensuring requirements according to Regulation No. 11-QDi/TW and the Law on Citizen Reception as well as the content of the Plan of the Provincial Party Committee Standing Committee.
