Article 295 of the Penal Code stipulates that owners of pets who let their dogs run free to bite a person to death or cause injury or damage to the health of a person with a bodily injury rate of 61% or more will be fined from 20,000,000 to 100,000,000 VND, sentenced to non-custodial reform for up to 3 years or imprisoned from one to five years. In case a dog bites two people to death, it can be imprisoned from three to seven years.
In case a fierce dog attacks and causes damage to the health or property of another person, depending on the extent of the damage, the owner will have to compensate according to Article 603 of the 2015 Civil Code. Specifically, the pet owner must compensate for damage when the life or health of another person is violated; reasonable expenses for burial, support for those whom the injured person is obliged to support, and other damages as prescribed by law.
