Promoting the role in multilateral mechanisms, enhancing the country's position

Under the leadership of the Party, the Vietnamese people have achieved significant achievements, contributing to enhancing Vietnam's prestige and position in the international arena. This helps us proactively participate in building and ensuring security and peace in the region and the world, thereby fulfilling the task identified by the 12th Party Congress, "proactively participating in and promoting our role in multilateral mechanisms, especially ASEAN and the United Nations (UN)".

Vietnam has been and is continuing to participate in and contribute to the basic cooperation pillars of the United Nations, contributing to the practical and effective completion of foreign affairs goals and tasks.

Foreign policy is a part of the general leadership of our Party. At each revolutionary stage, it has specific goals, requirements, and tasks, and contributes to serving the domestic policy.

Over more than 30 years of renovation, our country has achieved many important achievements of historical significance in all areas of social life: The economy has grown well, politics has been stable, national defense and security have been strengthened, culture and society have made new developments; the material and spiritual life of the people has been improved; foreign relations have been increasingly expanded and deepened, and Vietnam's position and prestige in the international arena have been enhanced.

Based on assessments of the international environment and the country's requirements, the Resolution of the 12th National Party Congress clearly stated that the current foreign affairs task is to "maintain a stable and peaceful environment, maximize external resources for national development...; resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, protect the Party, State, people and socialist regime; enhance the country's position and prestige and contribute to the cause of peace, national independence, democracy and social progress in the world". In that overall general policy, our Party also determined to "proactively participate in and promote its role in multilateral mechanisms, especially ASEAN and the United Nations".

Implementing the Resolution of the 12th National Party Congress, Vietnam has continued to participate in and contribute to the basic cooperation pillars of the United Nations, contributing to the completion of foreign affairs goals and tasks in a practical and effective manner.

Vietnam has successfully fulfilled its tasks when participating in UN organizations, such as: Security Council (2008-2009 term), Economic and Social Council (1998-2000 and 2016-2018), Human Rights Council (2014-2016), UNESCO Executive Council (2015-2019), International Law Commission (2017-2021).

Vietnam has also stepped up sending forces to participate in UN peacekeeping operations starting from June 2014...

In any position, Vietnam has proactively and actively promoted international peace, independence, sovereignty, national self-determination, social progress, and ensured human rights...

However, the complex and volatile international environment also poses many challenges, requiring countries, including Vietnam, to actively participate in solving them. Vietnam has proactively shifted from “active participation” to “proactive contribution to building and shaping common rules of the game” when participating in common international affairs while still ensuring the country's vital interests.

Ngay trước khi kết thúc nhiệm kỳ 2008-2009, Việt Nam đã tiếp tục ứng cử vào vị trí Ủy viên không thường trực HĐBA nhiệm kỳ 2020-2021. Ngày 25/5/2018, trong cuộc họp của Nhóm châu Á-Thái Bình Dương tại LHQ, các nước đã nhất trí thông qua đề cử Việt Nam là ứng cử viên duy nhất của nhóm vào vị trí Ủy viên không thường trực HĐBA (nhiệm kỳ 2020-2021) tại cuộc bầu cử sẽ được tổ chức vào tháng 6/2019.

Việc Việt Nam lần thứ hai tham gia quá trình bầu chọn Ủy viên không thường trực của HĐBA LHQ cho thấy sự kiên quyết của Việt Nam khi tích cực tham gia vào các hoạt động của LHQ, đặc biệt là cơ quan quan trọng nhất trong việc bảo đảm an ninh và hòa bình thế giới.

Trong năm 2020, Việt Nam sẽ đảm nhận cương vị Chủ tịch ASEAN. “Nếu trúng cử vào Ủy viên không thường trực HĐBA LHQ nhiệm kỳ 2020-2021, vai trò “kép” này sẽ giúp Việt Nam có thêm điều kiện cùng các nước ASEAN thúc đẩy quan tâm chung của khu vực trong chương trình nghị sự của LHQ", nguyên Đại sứ Việt Nam tại Hoa Kỳ Phạm Quang Vinh nhận định.

Kể từ khi gia nhập ASEAN vào năm 1995 đến nay, Việt Nam luôn coi ASEAN là một trong những ưu tiên đối ngoại hàng đầu.

Trong gần 25 năm qua, Việt Nam đã luôn nỗ lực đóng góp vào các công việc chung của ASEAN với tư cách là một thành viên chủ động, tích cực và có trách nhiệm.

Không chỉ đề xuất và thực hiện các sáng kiến của ASEAN, Việt Nam còn hết sức coi trọng việc nâng cao nhận thức, hiểu biết của các cơ quan và người dân, doanh nghiệp trong nước về hiệp hội và nhất là về Cộng đồng ASEAN. Ngay từ năm 2010, khi đảm nhiệm vai trò Chủ tịch ASEAN, Việt Nam đã đưa ra chủ đề của năm là “Hướng tới Cộng đồng ASEAN: Từ tầm nhìn đến hành động”. Cho đến nay, những hành động thiết thực vẫn được tiếp tục, nhiều nguồn lực đối ngoại của Việt Nam vẫn được dành cho các nhiệm vụ xây dựng cộng đồng, trong đó nhấn mạnh mục tiêu lấy người dân làm trung tâm.

“Việt Nam đã cho thấy vai trò rất xuất sắc trong xây dựng Cộng đồng ASEAN tại chính quốc gia này. Những kinh nghiệm của Việt Nam chắc chắn sẽ có lợi cho ASEAN khi Việt Nam đảm nhận vai trò Chủ tịch ASEAN trong thời gian tới. Việt Nam rõ ràng là một thành viên chủ động, tích cực trong các hoạt động hội nhập khu vực và trên toàn thế giới. Việt Nam đang rất cởi mở học hỏi kinh nghiệm trong quá khứ cũng như thực tiễn tốt nhất của khu vực và trên thế giới”, ông Peter Girke, Trưởng đại diện Văn phòng Quỹ Konrad-Adenauer Stiftung (KAS) tại Việt Nam nhận định.

Bên cạnh đó, việc tổ chức thành công Năm APEC 2017 hay mới đây là Hội nghị thượng đỉnh Hoa Kỳ-Triều Tiên lần thứ hai là minh chứng sống động cho thấy hoạt động đối ngoại đa phương của Việt Nam đã được nâng lên tầm cao mới, qua đó bảo vệ và thúc đẩy hiệu quả các lợi ích chiến lược về an ninh, phát triển của Việt Nam, đồng thời thể hiện tinh thần “thành viên có trách nhiệm trong cộng đồng quốc tế”.

Quán triệt và thực hiện Nghị quyết Đại hội XII của Đảng, trong thời gian tới, Việt Nam sẽ tiếp tục đóng góp tích cực vào việc duy trì hòa bình, ổn định, phát triển bền vững ở ASEAN và trên thế giới, đồng thời phát huy ngoại lực sớm đưa nước ta trở thành nước công nghiệp theo hướng hiện đại; thực hiện thắng lợi mục tiêu dân giàu, nước mạnh, dân chủ, công bằng, văn minh./.
