From early morning until 11am every day, hundreds of people gathered under the North-South railway overpass of Thang Long route in Nghi Kim commune, Vinh city to buy and sell, causing traffic insecurity and ruining the urban beauty.

The activities of this flea market are as bustling as any legal market. Although it is called a flea market, the businesses here sell all kinds of essential goods such as: meat, fish, vegetables, clothes, and even food stalls. |

Circular 35/2017 of the Ministry of Transport stipulates: The area under the overpass is not allowed to be used as a residence, business, market or parking lot, causing unsafety to the bridge structure, traffic safety, and environmental pollution. However, under this overpass, there is both a market and a parking lot blatantly.

The gathering of hundreds of people at the foot of the overpass to buy and sell is a traffic safety hazard and a violation of the law. However, the Vinh City Urban Order Force and Nghi Kim Commune authorities have yet to come up with a solution to handle this situation.
