Arrest of subject "resisting law enforcement officers", punching mobile police officer in the face

On the morning of April 9, the Investigation Police Agency of Yen Bai Provincial Police executed an order to temporarily detain Tran Dinh Sang (born in 1980, residing in Group 7, Minh Tan Ward, Yen Bai City) for the act of "Resisting a person on official duty".

Previously, at around 8:15 p.m. on March 23, 2019, a patrol team of the Mobile Police Department of Yen Bai Province Police, while on duty in Yen Bai City, discovered a young man driving a motorbike carrying two people sitting behind him, all three of whom were not wearing helmets, and the vehicle had no rearview mirrors. Seeing signs of a violation, the patrol team signaled the vehicle to stop for inspection and handling.

The incident took place normally, the way the violator was handled was reasonable and appropriate, and the violator strictly complied with the penalty decision. However, while the patrol team was deciding on the penalty for the violator, Tran Dinh Sang (residing in Group 7, Minh Tan Ward) drove his car to the location where the violation was handled, used his phone to film and broadcast live on social media. At the same time, Sang continuously used extremely vulgar and provocative words towards the Mobile Police officers and soldiers.

After resolving the violation, the patrol team took their motorbikes to continue their mission, but Tran Dinh Sang used vulgar and provocative words to the officers and soldiers; used his body and legs to block the vehicle that a Mobile Police officer was driving.

Faced with Tran Dinh Sang's actions, the patrol team's officers repeatedly asked Sang not to obstruct them, not to use provocative or insulting words; however, not only did the subject not comply, he also used his hand to punch a patrol team member in the face.

Seeing Tran Dinh Sang assaulting his teammate, members of the patrol team restrained Sang and took him to the ward police station for settlement.
