Supervising cadres, party members and civil servants is very difficult because the form of supervision is only through observing, learning about and communicating with key cadres.

Regulation No. 124 on supervision by the Vietnam Fatherland Front, political organizations and people over the moral training and lifestyle of leaders, key officials and party members issued by the Central Party Secretariat has been in effect for more than a year.

However, in reality, monitoring shows that moral training and cultivation belong to the internal category of each individual, not expressed through specific actions and activities, so this is an abstract issue and very difficult to monitor.

Since February 2018, Long Bien District, Hanoi City has focused on monitoring the moral training of deputy-level cadres under the management of the Standing Committee. The plans for moral training of cadres and party members are publicly posted at the agency and also posted on the district's electronic information system.

The Fatherland Front, socio-political organizations and the people rely on it as a basis for supervision. However, according to Mr. Ngo Thanh Xuan - Vice Chairman of the Fatherland Front Committee of Long Bien district, supervising the moral training and cultivation of party members is extremely difficult. "In fact, this is a very difficult task for the front, not only related to the unclear subject. We still have many documents but cannot compare them, let alone in people's thoughts and ideas, how can we do it?", Mr. Xuan confided.

From the reality of supervision, Mr. Ly Ngoc Thach, Head of the Legal Democracy Committee, Ho Chi Minh City Fatherland Front, said that supervising party members and civil servants is very difficult because the form of supervision is only through observing, learning, and communicating with key officials.

According to Mr. Tran Ngoc Duong, former Deputy Head of the National Assembly Office, the moral training of Party members and officials is demonstrated by actions stipulated in 19 things Party members must not do and 27 manifestations of self-evolution and self-transformation within the Party. These are specific criteria for monitoring and evaluating what Party members have done. If there are any things that have not been done, they should be reported and recommended to the Party Committee of the same level for consideration and handling.

“The method of supervision must be clarified, how to supervise? By a conference organized by the front or by collective reflection and then doing front work and how to organize this supervision? If the regulations are not clear, it will be very difficult to implement. Therefore, I propose that there must be specific regulations, not only on what needs to be supervised but also on the forms and methods of supervision,” Mr. Tran Ngoc Duong suggested.

To supervise the moral training of Party members and officials, it is necessary to specify the form of supervision, have sanctions to protect the people and involve the press. In addition, each official and Party member must set an example in self-cultivation and training, pay attention to doing things that Party members are not allowed to do, well implement the Resolution of the 12th Central Committee, maintain qualities, ethics, lifestyle, not violate the law and take advantage of one's power for personal gain, leading to loss of honor and damage to the Party's reputation./.
