On the bus, I saw everyone beaming with joy, pride, and laughter, except for a white young man sitting in the last row who looked humble and quiet. That was Tran Hung, a specialist from the Internal Affairs Department, the only flower representing the district People's Committee. Someone compared him to a chestnut flower in the forest, simple, quietly spreading its fragrance...

Talking about him, I have a collection of documents, filled a notebook. Recently, I sat down to drink and confide in Mr. Hoang Danh Lai - Secretary of the District Party Committee, and he suddenly asked me about my feelings about the spirit, working ability and influence of young civil servants in the government sector. Perhaps due to the nature of my work, I can easily access a lot of information, so I expressed my opinion: "Currently, in the specialized departments, I see that there are only a very few civil servants who lack enthusiasm and responsibility as an obstacle to innovation and development, while the vast majority of young people are very responsible and creative. They are meticulous in their work and make the people satisfied."

I saw the Secretary nod and asked me to give some typical examples. The Secretary nodded in agreement. Also through the intimate conversations about the typical people I mentioned, I saw that he highly appreciated "Mr. Tran Hung".

He respected him - because after several times when he advised on the promotion or transfer of cadres, he asked "why?", Uncle Hung always answered very confidently, objectively, impartially, accurately and had a vision for the future of that cadre. That was a responsible advice, revealing his sharpness. Hung showed his understanding of the cadres in the district, including the "hidden" and hard-to-see aspects of each person. All of that contributed to making us feel more secure about our final decision - he once said something like that.

Today I saw Tran Hung present in the delegation reporting to Uncle Ho. I feel the need to introduce his achievements and contributions. Although it is not as easy to show off in the field of internal affairs as in any other field. In short, success, which in the field of cadres in the Internal Affairs Department, often obscures personal marks, it is often considered the effort of many people, and ultimately of the decision maker, of the leader. Personal contributions are very difficult to see. But if just one cadre in charge of a certain stage has a "glitch" or error, it will immediately affect the entire chain.

For each industry, each department has its own specific management characteristics. That means it requires a new level of education, a pure heart and some experience. However, in this specific case, there are other things that are worth paying attention to.

Tran Hung was born in 1987 in Quynh Vinh commune (now Hoang Mai town), but after graduating from Hanoi Academy of Public Administration, he worked at the Department of Internal Affairs of Nam Dan district. Only 5 years ago did he transfer to work in the same industry in Quynh Luu district. In Nam Dan, he was assigned to work as a specialist of the Department of Internal Affairs, in charge of the civil servants and public employees of Education and Training. Nam Dan is a large district with more than 70 school units and nearly 2,000 positions.

At that time, he encountered many difficulties that he thought were impossible to overcome in order to complete the task: Just graduated from school, working far from home, not yet understanding the practical situation of the locality, the knowledge he had learned was not enough to solve the practical problems that arose, he had no work experience, while personnel work was one of the difficult jobs, receiving special attention from public opinion...

However, with the spirit of overcoming difficulties, learning from previous classes' experiences, being creative in work, knowing how to apply information technology and many other methods, Tran Hung completed his tasks and more than that, achieved many other remarkable achievements.

When he returned to Quynh Luu district, he had a "fortune" of achievements and quite rich experience, although he was still very young. The organization assigned him to advise on management and staffing of the education sector as before. No matter how well organized and organized the staffing was, every year, because the scale and number of schools and classes frequently changed according to the school year, it was necessary to "adjust the chess pieces".

To ensure teaching and learning, the transfer and assignment of teachers is necessary, especially for schools in particularly difficult areas and mountainous areas in the district. In the spirit of stabilizing the work of teachers, Tran Hung advised the District People's Committee on the transfer and assignment plan from schools with excess teachers to schools with shortages of teachers. This work is very complicated and easily affects the interests of each individual, so it must be carried out publicly and democratically right from the professional group, the school's Pedagogical Council, to the Department of Internal Affairs. He also advised the District People's Committee on the arrangement of inter-school teachers, teachers to teach many subjects suitable to their professional training level... With those creative measures, in general, in recent years, the assignment and assignment of teachers has been highly appreciated by schools and public opinion, received little approval from teachers, and many questions have been limited.

Close to the facility

I had the opportunity to learn more about Tran Hung's way of handling this difficult task through Ms. Ho Thi Tam, a teacher at Quynh Van Secondary School. She said: "Earlier this year, when I received the decision to go to the mountainous commune to reinforce it, I was very surprised. I planned to go to the District Chairman to ask questions. Before going to a higher level, I went to the Internal Affairs Department to meet with the staff to ask for their opinions first. By chance, I met Mr. Tran Hung. After a while of chatting, he knew what I needed to ask, he explained and finally showed me the list of people who went to the mountainous area that time. Although it was an unavoidable task, I saw that he still spoke gently and clearly analyzed each case when I asked again. Because his analysis was reasonable and emotional, I thought to myself, going to the mountainous area is a responsibility, and about my family's difficult circumstances, I saw that there were women who were much more difficult than me that time, so I stopped meeting the District Chairman to learn more.

When I got home, to check again objectively, I called a few of them and found that they were all happy. Some even encouraged me like Uncle Hung had said: "We haven't gone to the mountains yet, so we'll have to go sooner or later, sister. After finishing our military service, we can go back to our old school." From then on, I felt more secure and saw clearly Uncle Hung's fairness and objectivity in arranging teacher transfers.

That's right, in handling work, Tran Hung has a clever way of "mobilizing staff" and always has new improvements to shorten the time, to overcome the situation of spreading and backlog of documents as before.

Since then, the work he has been in charge of has always been more effective. In handling documents, transferring staff under his staff, he always has a gentle and polite attitude; creating closeness with the base when coming to contact work. In addition, he also regularly coordinates with the management team of school agencies to promptly update and grasp the personnel situation of each school. From there, he has advised on work in a practical way. By doing so, he is not only trusted and highly appreciated by the leaders at all levels, but also loved and admired by the base staff.

With my intuition, I discovered that this person had the qualities of being meticulous and responsible in his work. When he graduated from school and passed the civil service exam with high scores, and was assigned by the province to work in Nam Dan district, I was a bit regretful because we were still lacking staff like that. Anyway, I called to congratulate him and told him: "If you have the opportunity, you should return to your hometown Quynh Luu, we are always waiting for you." After 3 years, he really came back here. It was true that we were not wrong, now he has brought into full play the qualities needed in his work that I discovered from the first time we met, he has not let down our trust."

Not only feeling, not the compliments from superiors, friends and colleagues with words of admiration, but Tran Hung's achievements were recognized by strict and objective voting processes in the state apparatus. In the past time, he was honored to receive awards from all levels and sectors: the People's Committee of Nghe An province and Quynh Luu district awarded him many certificates of merit; for two consecutive years he achieved the title of Emulation Fighter at the grassroots level and was voted to report his achievements to Uncle Ho.

I think that is a great source of encouragement and motivation for Tran Hung to continue to try harder and make more efforts in his professional work. And today, he deserves to be one of the most beautiful and fragrant flowers, offered to beloved Uncle Ho, representing the young generation.
