Nghi Loc district needs to clearly identify advantages to move towards leapfrog development.

As part of a series of activities to celebrate the 550th anniversary of the district's founding, on the afternoon of April 27, Nghi Loc district held a seminar on Nghi Loc's development orientation to 2025, with a view to 2030.

Attending the seminar were comrades: Vuong Dinh Hue - Politburo member, Deputy Prime Minister; Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Standing Committee; leaders of departments and branches; Members of the Provincial Socio-Economic Advisory Group; leaders of investment enterprises in Nghi Loc district.

Adjust to improve growth quality

Reporting on the results of 4 years of implementing the District Party Resolution, Mr. Nguyen Tien Dung - Chairman of Nghi Loc District People's Committee said that the area has attracted 61 investment projects, of which 47 projects have been approved for investment with a total capital of over 30,000 billion VND. Among them are key projects with large investment scale.

Regarding new rural construction, the whole district has so far had 14/29 communes reaching the finish line, striving to have 9 more communes meeting the standards in 2019, at the same time building Nghi Lam and Nghi Xuan communes to become model new rural communes.

At the seminar, members of the Nghe An Province Socio-Economic Advisory Group gave many ideas and suggestions to further develop Nghi Loc. Among them, Mr. Tran Dinh Thien - former Director of the Vietnam Economic Institute expressed his impression of the growth rate of Nghi Loc district.

“The district’s per capita income in 2018 reached 50 million VND, higher than the provincial average. However, this target has not been achieved compared to the Congress Resolution’s target. Is it because Nghi Loc set the target too high, so there needs to be appropriate adjustments to improve growth quality,” said Mr. Thien.

Mr. Tran Dinh Thien also said that Nghi Loc as well as Nghe An are tending to upgrade but not change their class, so it is necessary to change their mindset and promote the implementation of the 4.0 industrial revolution. Furthermore, Nghi Loc must take advantage of its transport infrastructure to continue attracting businesses to invest in the area.

“Instead of the mechanism of asking and giving, Nghi Loc needs to have a mechanism to encourage businesses to invest in the area. The district government needs to be proactive and creative in work to create a leap forward in the coming time,” Mr. Thien commented.

Mr. Le Doan Hop - former Minister of Information and Communications, former Secretary of Nghe An Provincial Party Committee, said that Nghi Loc has many advantages in terms of geographical location, synchronous infrastructure, human factors, and traditional factors. However, this is a district that has been "poor for too long" so it lacks confidence, easy to eliminate hunger but difficult to get rich.

“Nghi Loc’s children are good students, but they do not study to get rich. Therefore, Nghi Loc needs to change its perception,” Mr. Hop said.

Meanwhile, Mr. Truong Dinh Tuyen - former Minister of Trade said that Nghi Loc needs to focus on clearing land for projects to be implemented. Developing small-scale industries, building craft village movements to increase people's income. Developing multifunctional clean agriculture to ensure food security, creating value on the same area, creating ecological agriculture to protect the environment, and agricultural tourism.

“To do this, there must be business participation and it can be done in the form of farmers contributing capital with land funds, businesses investing to create a value chain,” said Mr. Tuyen.

Need to carefully study advantages to put into development orientation

Speaking at the seminar, Chairman of the Provincial People's Committee Thai Thanh Quy said that the planning of sub-regions of the district has only stopped at zoning and has not yet determined the core points of each region for investment and development. Sub-region 1 includes 7 communes in the West of Nghi Loc district, this is the most difficult area of ​​the district but the orientation of building a logistics, information technology and trade center is not appropriate.

"Here, we need to focus on building high-tech agriculture to create clean food sources to supply the market, which are large industrial parks in the area; along with that, we need to do a good job of protecting and developing forests, especially researching and developing medicinal herbs under the forest canopy; at the same time, the district can research and build a moderate-scale industrial cluster to deeply process products made in this area," said the Chairman of the Provincial People's Committee, and suggested that Nghi Loc district needs to have a plan and define more clearly the development direction of sub-regions to have a systematic and effective approach.

Concerned about the development of Nghi Loc district, Deputy Prime Minister Vuong Dinh Hue said that with the location of a coastal district, Nghi Loc has advantages in marine economy and marine tourism; adjacent to large urban areas such as Vinh city and Cua Lo town, it has advantages in urbanization development.

The district also has advantages in terms of transport infrastructure and industrial park infrastructure. Along with that, the district has a revolutionary and scholarly tradition. These advantages need to be carefully studied to be included in the development orientation.

At the end of the discussion, Nghi Loc District Party Secretary Pham Hong Quang expressed his thanks for the enthusiastic and responsible comments of the delegates for the district, helping Nghi Loc district to shape the development direction in the coming time in a clearer and more systematic way.
