On April 25, President Putin signed a decree to simplify the procedure for obtaining a passport for residents of Donetsk and Lugansk. Accordingly, people here will be issued a Russian passport within 3 months of submitting the application.

North Korea on April 27 urged South Korea to ignore pressure from the United States and promote inter-Korean cooperation. The special message was issued by the North's Committee for the Peaceful Reunification of the Country (CPRC) on the same day Pyongyang and Seoul celebrated the first anniversary of the historic first summit between leader Kim Jong-un and President Moon Jae-in at the truce village of Panmunjom.
In a statement, the CPRC, which handles Pyongyang's daily affairs in Seoul, said the United States was clearly pressuring South Korea, demanding that inter-Korean relations not be allowed to progress faster than US-North Korea relations. The CPRC also criticized Washington for trying to force inter-Korean relations to depend on its sanctions policy.
