On the afternoon of April 3, while returning to his rented room after playing soccer, a 7-year-old boy was attacked and bitten by a pack of about 10 dogs belonging to the landlord. There was no adult at home to help the boy chase away the dogs.

The boy was rushed to the emergency room but died. Many residents of Luong Bang town said the pack of dogs that killed the boy was very aggressive and had attacked many children and residents in the area. The homeowner was also warned to lock the dogs up or put a muzzle on them, but did not do so.

Article 129 of the 2015 Penal Code: Anyone who unintentionally causes death due to violating professional or administrative rules shall be subject to imprisonment from one to five years.

Committing the crime of killing two or more people will be punished with imprisonment from five to 12 years.
