Nghe An police do not prosecute the case of a customer who reported losing 1.5 billion VND in savings deposits.

(Baonghean) - The Investigation Police Agency of Nghe An Province Police did not prosecute the case of Ms. Nguyen Thi Hoa accusing Vietcombank officers and employees of forging signatures and creating fake documents to embezzle 1.5 billion VND.

The Investigation Police Agency of Nghe An Province Police has just announced the results of the settlement of the case of Ms. Nguyen Thi Hoa (born in 1992, residing in Nghi An commune, Vinh city) accusing officers and employees of Vietcombank Vinh branch of forging signatures, photocopying signatures to create fake documents to appropriate 1.5 billion VND from her.

This notice is sent to the People's Procuracy of Nghe An province, Ms. Nguyen Thi Hoa, Vietcombank Vinh branch, Vietcombank Nghe An branch.

The investigation agency determined that from January 27, 2016 to June 1, 2016, the total amount of money Ms. Hoa deposited in savings at Vietcombank Vinh branch and Vietcombank Nghe An branch was 1.04 billion VND.

After June 1, 2016, Ms. Hoa has not had any transactions with VCB Vinh and VCB Nghe An. The statement that Ms. Hoa deposited a total of 1.8 billion VND at Vietcombank Vinh branch from 2014 to 2016 is not true.

Based on the verification results at the bank, during this process, Ms. Hoa was the one who directly transacted and withdrew the entire amount of more than 1,041 billion VND (including principal and interest) at the transaction offices of Vietcombank, Vinh branch and Nghe An branch.

To have a basis and basis to conclude the case, the Provincial Police Investigation Agency has collected documents related to the signature and handwriting of Ms. Nguyen Thi Hoa on the ID card application form, and the birth registration book with Ms. Hoa's signature and handwriting.

On March 4, 2019, the Investigation Police Agency decided to request an appraisal of the signatures and handwriting on transaction documents between Ms. Nguyen Thi Hoa and VCB Vinh branch and VCB Nghe An branch at the Institute of Criminal Science - Ministry of Public Security.

In Conclusion No. 1311/C09-P5 dated March 13, 2019, it was concluded that: All handwriting and signatures on the transaction documents for withdrawal and deposit, loan contracts, and money withdrawal statements collected by the Investigation Police Agency from VCB Vinh Bank and VCB Nghe An compared with the signature and handwriting of Ms. Nguyen Thi Hoa were signed and written by one person.

Through checking the security camera data of Vietcombank Nghe An branch, it was determined that: At about 15:08 on January 11, 2019, Ms. Hoa came to Vietcombank headquarters and was present at transaction counter No. 20, 1st floor. At about 15:12 on the same day, Ms. Hoa left. During that time, Ms. Hoa did not have any transactions with Bank staff.

Therefore, the Investigation Police Agency of Nghe An Province Police concluded that Ms. Hoa's complaint was baseless and decided not to prosecute the case.

Previously, on January 28, 2019, the Investigation Police Agency of Nghe An Province Police received a criminal complaint from Ms. Nguyen Thi Hoa (born in 1992, residing in Nghi An Commune, Vinh City) with the following content: During the period from 2014 to 2016, Ms. Hoa deposited at Vietcombank (VCB) Vinh branch (Quan Bau Transaction Office) a total amount of 1.8 billion VND.

On May 23, 2016, Ms. Hoa mortgaged this savings book to borrow 300 million VND. When the maturity date of the savings book of 1.8 billion VND came, she went to the bank to return the 300 million VND and reissued a book of 1.5 billion VND.

In June 2018, Ms. Hoa came to withdraw 2-quarter interest and transferred the principal of 1.5 billion VND into a non-term savings book. Due to negligence, Ms. Hoa lost the savings book, so on December 24, 2018, she called 023.88652456 to report the loss, and the bank staff said that the money was still there.

On January 14, 2019, Ms. Hoa and her husband went to the bank to withdraw money, but the bank replied that there was no money left in Ms. Hoa's savings account. After that, Ms. Hoa filed a complaint to VCB Bank, Vinh branch for clarification.

The bank confirmed that from January to June 2016, customer Nguyen Thi Hoa deposited and withdrew 6 savings books at VCB Vinh Bank and VCB Nghe An Bank; of which 1 savings book was mortgaged to borrow 250 million VND at VCB Vinh Bank and the loan was fully settled and repaid on June 1, 2016.

In addition to the savings books mentioned above, Ms. Hoa does not have any other savings books at VCB Vinh Bank. From June 1, 2016 to now, the customer has no more savings transactions at VCB Vinh Bank. Therefore, the information that the customer stated in June 2018 that the customer withdrew interest and changed to a non-term account is incorrect.
