Vinh City: Prosecuted 17 subjects for resisting law enforcement officers in the field of traffic

Handling more than 53 thousand administrative violations

On the afternoon of May 10, the Legal Committee of the Provincial People's Council had a meeting with the People's Committee and Vinh City Police on handling traffic accidents and administrative violations in the field of traffic in the area.

According to the City Police, the traffic volume of people and vehicles from other localities participating in traffic in the city is large; in addition, the number of vehicles registered in the area has increased sharply in recent years.

On the other hand, the city is in the process of development, many projects and apartment buildings are invested in and built, with many means of transport participating in traffic; traffic awareness of a part of the population is still limited...

These are issues that affect traffic safety and order in the city.

In 2017, 2018 and the first 3 months of 2019, there were 174 traffic accidents in the area, of which 68 were serious. The number of people killed in traffic accidents was 69 and 141 people were injured.

According to the report from the City Police, in 2017, 2018 and the first 3 months of 2019, through patrolling and controlling, the authorities discovered and issued decisions to handle administrative violations for 53,400 cases of violations; of which 52,777 cases have been enforced and 623 cases have not been enforced.

The police also temporarily detained 8,776 vehicles and temporarily revoked driving licenses in 2,534 cases.

In addition to the large number of traffic accidents and traffic safety violations, the situation of resisting law enforcement officers during patrols, inspections, and handling of administrative violations in the field of traffic in Vinh City has tended to increase. In 2017 and 2018, the city prosecuted 12 cases and 17 subjects resisting law enforcement officers.

Strictly handle "illegal vehicles"

At the meeting, members of the monitoring delegation raised concerns about the large number of administrative decisions in the field of traffic that have not been implemented, with 623 cases; a large number of vehicles being temporarily detained.

In addition, although the City Police have paid attention to arranging forces to participate in lane division, traffic flow, and traffic regulation during rush hour; however, at some points, the congestion has not been resolved.

Some members also requested the City Police to pay attention to handling cases of speeding, reckless driving, and drinking; handling illegal vehicles operating in the area; coordinating with other sectors to handle inappropriately placed billboards that affect traffic safety and order...

Concluding the meeting, Deputy Head of the Legal Committee of the Provincial People's Council Thai Thi An Chung highly appreciated the leadership and direction of the Vinh City Party Committee and authorities in ensuring traffic safety and order in the area; focusing on propaganda work in many forms associated with reminding and handling violations...

However, Vinh city is a locality with complex traffic safety factors; therefore, the City People's Committee and functional forces need to pay attention to carefully analyzing the causes, thereby taking measures to overcome traffic safety factors occurring in the area; associated with attention to allocating resources to handle inadequacies in infrastructure and traffic organization at some "black" spots.

Along with that, it is necessary to promote and further improve the effectiveness of propaganda work, creating a change in behavior and traffic culture of city residents.

For the City Police, it is necessary to strengthen patrolling, inspection and strict handling of violations, creating a real deterrent; pay attention to enforcing decisions on handling administrative violations that have not been enforced...
