According to the indictment, from August 2018 to October 2018, Dung and Suong, who worked as traders at Market 115 in Phu Loi Commune, Dinh Quan District, used many Facebook accounts to regularly access social networking sites and interact with different Facebook accounts to watch and listen to videos and articles with anti-state content, inciting and calling for protests against the Law on Special Economic Zones, the Law on Cyber Security, and inciting and calling on people to take to the streets to protest on October 13, 2018.

Dung participated in writing leaflets and discussed with Suong to bring 117 leaflets, including 103 leaflets with slogans, distorted content, and inciting protests to distribute in many different locations in Dinh Quan district to incite and call on people to take to the streets to protest.
The trial panel sentenced defendant Vu Thi Dung to 6 years in prison and defendant Nguyen Thi Ngoc Suong to 5 years in prison for the above acts.
