Previously, Dau Tu newspaper published an article "Concerns about revenue shortfalls in BOT traffic projects", which reflected the number of 26/53 BOT projects in the road sector that are collecting capital recovery fees but do not ensure revenue according to the financial plan, showing that the overall picture of infrastructure projects invested in the form of PPP has appeared dark, at least in the eyes of investors and funding banks.

The widespread shortage of revenue from BOT projects is a matter of concern in attracting investment capital in the transport infrastructure sector. State management agencies need to review and evaluate mechanisms for handling risks that may arise during the implementation of BOT contracts.

Regarding the above issue, the Prime Minister assigned the Ministry of Transport to study, promptly handle and report to the Prime Minister.
