School violence: Due to lax law enforcement, families let it happen

The core problem leading to the increase in school violence is not due to lack of laws but due to weak law enforcement capacity, in addition to family education being neglected.

This is the opinion of many experts at the conference to assess the current situation and solutions to improve legal policies on preventing and combating school violence. The conference was organized by the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children and the Institute for Legislative Studies - National Assembly Standing Committee.

One of the most concerning points is the increase in conflicts on social networks leading to violent acts to resolve conflicts, and filming and spreading clips of incidents on social networks leading to many other negative effects.

Laws are enough, but violence still increases

Mr. Bui Van Linh - Deputy Director in charge of the Department of Political Education and Student Affairs, Ministry of Education and Training reviewed many legal documents related to preventing and combating school violence. Some opinions also agreed with the assessment of the Ministry of Education and Training that although there is a legal corridor, the situation of school violence is still complicated, including serious cases.

Colonel Pham Manh Thuong - Deputy Director of the Criminal Police Department of the Ministry of Public Security, expressed special concern about the increase in school violence. According to Mr. Thuong, due to the negative social impact of toxic cultural products and false, unhealthy information sources on the Internet, the situation of school violence and law violations at educational institutions has become complicated and school violence will increase, not only in the number of cases but also in nature and extent.

"This is the age when children have many physiological changes, impulsive thoughts, like to resolve conflicts on their own and are easily enticed and enticed by friends. Recently, most fights are organized, beaten by groups, recorded and posted on social networks to humiliate the victims," ​​said Mr. Thuong.

According to Mr. Nguyen Tung Lam - Chairman of the Hanoi Psychology and Education Association, although there are enough laws, violence is still increasing, mainly due to poor implementation, he emphasized the reason why family education is being neglected.

Agreeing with this opinion, Mr. Trieu The Hung - Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children said that many students are currently "starving" for family education.

According to Mr. Lam, the trend of neglecting and neglecting children due to busy parents or harsh education methods stemming from the traditional view of "spare the rod and spoil the child" has caused many children to not be educated in the values ​​and skills necessary to live a healthy, humane life, and not know how to defend themselves.

Moreover, the obsession with "the whip" also causes many children to "adapt" to violence. The root of education must be in the family environment and cannot be "relying on the teacher", especially in the context of society having many negative impacts on families, on the awareness and thinking of young people.

Therefore, it is time to consider the provisions on parents in the Law on Marriage and Family, the Law on Child Protection as well as some other laws. Accordingly, when school violence occurs, what responsibility should parents bear?

Disciplining a few teachers does not solve the problem.

Looking back at the case of a female student being beaten by a group of people in Hung Yen, Mr. Trinh Ngoc Thach - former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children - frankly shared his opinion: A principal should not be dismissed because of violence in school.

Mr. Thach also said that the head of the education sector needs to deeply and comprehensively analyze the causes to find preventive solutions, because if we have to solve specific violence cases, we don't know how many ministers are needed.

Mr. Bui Sy Loi - Vice Chairman of the National Assembly's Committee on Social Affairs said that part of the reason for the increase in school violence is that education in schools still focuses heavily on cultural knowledge, sometimes forgetting the task of educating people.

On the other hand, the pragmatic life of chasing money of a part of society has pushed down important values ​​in schools and the ethics of a part of teachers.

Towards ending physical violence against children

Implementing the initiative "Ending physical violence against children in families and schools in the 2018-2022 period", the Ministry of Education and Training and World Vision Vietnam signed a cooperation agreement on May 17 in Hanoi.

The signed agreement is of great significance in ensuring a safe and healthy environment for children from home to school. According to the signed minutes, the two sides will cooperate to implement a number of contents, programs and activities in many provinces and cities. The two sides will coordinate to bring into schools knowledge and skills to help teachers and students prevent violence against children in schools.

The two sides will work together to introduce positive education methods to the teaching staff. For students, special attention will be paid to behavior change education to help them recognize the risks of violence, thereby improving their ability to handle situations and protect themselves from violence.
