The incident of Mr. Doan Ngoc Hai - Vice Chairman of District 1 (Ho Chi Minh City) submitting his resignation letter not long after receiving the decision of the Ho Chi Minh City People's Committee to transfer him to the position of Deputy General Director of Saigon Construction Corporation, One Member Limited Liability Company, surprised the public.

People were surprised because they were used to his image of being active, strong, and determined in restoring order on the sidewalks, but he was suddenly transferred to another field. Even more surprising, just a few hours after receiving the transfer decision, he submitted a resignation letter. His actions attracted quite a lot of comments on social networks. Some expressed sympathy, but there were also opinions that disagreed with Mr. Hai's way of doing things.

XIII National Assembly Delegate Le Nhu Tien - Former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth and Children, said that he did not see anything unusual in Mr. Doan Ngoc Hai's behavior, although in Vietnam today, a civil servant resigning is indeed unusual, a very rare event.

According to Mr. Le Nhu Tien's way of thinking, there is nothing unusual about Mr. Doan Ngoc Hai's resignation, in that he felt he could not take on that task, felt that the position was not suitable for him, so he resigned.

“It is not surprising that Mr. Hai resigned just a few hours after receiving the transfer decision. I think he is a person with self-respect and we should support people like that. They resigned not because they were proud of the Party and the people, but because they found that mechanism difficult for them to work and complete their tasks, so they should resign and reserve that position for suitable and worthy people.”

Mr. Tien expressed his opinion and emphasized: “The resignation is not against the assignment of the organization and the Party. When assigned tasks, if cadres feel that the assignment is beyond their capacity, they should resign. That shows honesty to the Party. The Party does not force you to carry 100 kg when you can only carry 50 kg. If someone tries to carry too much and then fails to complete the task, that is dishonest to the Party, a crime against the Party and the people.”

“On social media, there are comments that Mr. Hai’s attitude when he submitted his resignation a few hours after receiving the decision showed his resentment. But in my opinion, that is just speculation and if he was appointed to the position of General Director, he would still resign. I believe he is a person with high self-esteem.”

The XIII National Assembly delegate commented further and said that, following the political situation in our country for the past decades, he has just seen the Minister of Agriculture and Rural Development Le Huy Ngo resign, and in general, this is a rare event. Not only is the position associated with responsibility, it is also associated with authority and benefits, so people think that resigning is foolish. Therefore, in our country, people are often excited and happy when receiving a position, but few people happily resign. But those who have self-respect, they resign when the responsibility is too great to handle; they resign when the position and authority are not suitable. That is the culture of resignation. Our society needs civil servants with that culture.

Evaluating the working style and actions of the Vice Chairman of District 1 People's Committee in the past, Mr. Le Quang Thuong, former Deputy Head of the Central Organizing Committee, said that he is a straightforward, decisive person who dares to take responsibility for himself, his words and actions. Mr. Hai's actions in the past show that he is a very responsible and meticulous civil servant. A civil servant like Mr. Hai can be said to be "rare". His going to the streets to directly command the campaign to restore order on the sidewalks in a big city is not an easy thing, but he did it strongly and decisively, and initially it was effective.

“I think Mr. Hai’s resignation on the grounds that he was not trained in that field is completely legitimate. He does not need a high position, he just wants to continue the work he is doing effectively. I think Mr. Hai’s actions are very welcome,” Mr. Thuong expressed his opinion, at the same time thinking that the issue of transferring cadres is done by the Party Committee and the organization. Those who work in the organization think that one should not work in one position for too long, which will lead to working based on experience and lack of creativity. That is the right of the organization. Whether the organization can transfer cadres or not requires democracy and discussion.
