Nghe An: Registration fee collection reaches high level due to sharp increase in car purchases
(Baonghean.vn) - In the first 6 months of 2019, Nghe An collected 439.6 billion VND in registration fees, reaching nearly 60% of the estimate and increasing by 28.6% over the same period. According to the Department of Finance, the reason for the high revenue increase is due to the sharp increase in demand for cars in the province. According to the estimate assigned by the Provincial People's Council in 2019, the revenue from registration fees is 740 billion VND.
This is the information given by the Department of Finance when presenting to the Provincial People's Committee at the June thematic meeting, the content of the Report on the implementation of the budget revenue and expenditure estimates for the first 6 months of 2019, and tasks for the last 6 months of 2019.
On the morning of June 10, Nghe An Provincial People's Committee held a thematic meeting in June 2019 to listen to and give opinions on the contents presented at the 9th session of the 17th Provincial People's Council.

Many revenue items met estimates
Besides the revenue from registration fees, many other revenue sources have met the estimated progress, such as: revenue from foreign trade and services, personal income tax, mineral exploitation rights fees, fees and charges, and land use fees.
Therefore, the budget revenue in Nghe An province in the first 6 months of 2019 is estimated at 7,180 billion VND, reaching 53.2% of the estimate assigned by the Provincial People's Council and increasing by 17.6% over the same period in 2018.
Notably, in the budget revenue structure, domestic revenue was 6,330 billion VND, reaching 53.7% of the estimate and increasing by 19.8% over the same period in 2018.
Land use fee collection was 1,468.8 billion VND, reaching 62.6% of the estimate, up 24.4% over the same period. Revenue from import-export activities was 850 billion VND, reaching 50% of the estimate and equal to 103.4% over the same period in 2018.
Statistics show that in the first 3 months of the year, Nghe An province has registered 3,935 new cars, 28,428 motorbikes, 1,478 electric motorbikes. Thus, the total number of vehicles currently managed in the area is 106,803 cars, 1,567,264 motorbikes, 75,364 electric motorbikes.
However, there are still some revenue items that are not on schedule, such as revenue from centrally managed state-owned enterprises, revenue from foreign-invested enterprises, environmental protection tax and lottery.

Generate revenue to implement key projects
Although the revenue progress in the first 6 months of the year increased quite well, especially the revenue from import-export activities of 850 billion VND, reaching 50% of the estimate assigned by the Provincial People's Council of 1,700 billion VND, however, according to Vice Chairman of the Provincial People's Committee Le Hong Vinh, import-export activities are closely linked to the scale and growth of the province.
Therefore, the customs sector and related sectors need to review revenue sources and have specific analysis to orient for the last 6 months of the year and the entire term.
Concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy requested the tax, customs and finance sectors to advise the leaders of the Provincial People's Committee to continue to well implement the budget collection target this year, not only exceeding the estimate assigned by the Provincial People's Council of 13,498 billion VND but also exceeding the estimate assigned by the Provincial People's Committee of 15,200 billion VND.
In addition, the sectors need to continue implementing solutions to prevent revenue loss and recover tax arrears; at the same time, advise on generating revenue sources to implement key projects in the area.

Also at the meeting, the Provincial People's Committee listened to and approved the report on the results of practicing thrift and fighting waste in the first 6 months of 2019 and the tasks for the last 6 months of 2019 in the province; The draft Resolution of the Provincial People's Council "Regulating the deadline for approving the budget settlement at district and commune levels in the province; regulating the deadline for People's Committees at all levels to send financial and budget reports to the People's Council Committees, the Standing Committee of the People's Council and the People's Council at the same level and the financial agency at the higher level" were all submitted by the Department of Finance.
