National Assembly closely follows the practical life of the people
The 7th session of the 14th National Assembly continued to mark strong innovation, thereby improving the quality and effectiveness of the National Assembly's operations.

After 20 days of working in a democratic, serious and responsible spirit, the 7th Session of the 14th National Assembly has completed the entire agenda. The Session continues to mark strong innovation, thereby improving the quality and effectiveness of the National Assembly's operations.
Responsibility to the people
The 7th session of the 14th National Assembly is the mid-year session of 2019 - the fourth year of the term, the starting year of the preparation process for organizing party congresses at all levels, towards the 13th National Congress of the Party. As has become customary, in the agenda of the mid-year session, the 7th session focuses on dedicating 60% of the total working time to law-making, an important and fundamental function of the highest State power agency, the highest representative body of the people.
Based on comprehensive and thorough discussions and consideration, the National Assembly passed seven laws to continue institutionalizing the 2013 Constitution, perfecting the legal system on economic development, ensuring human rights, basic rights and obligations of citizens, and maintaining national defense and security. The National Assembly gave opinions on nine other draft laws, which will serve as a basis for the drafting and reviewing agencies to continue studying, revising, and perfecting them for submission to the National Assembly for approval at the next session.
The draft laws considered and approved at the Session were discussed and debated frankly, responsibly, wholeheartedly, and intelligently by the National Assembly deputies, and passed with a high approval rate. This is an important legal basis for promptly resolving issues arising from practical life, contributing to rapid and sustainable socio-economic development, and improving the quality of people's lives.
Many important draft laws with wide influence on social life have been discussed thoroughly with a high sense of responsibility, such as the Law on Education (amended), the Labor Code (amended); or the draft Law on Prevention and Control of Harmful Effects of Alcohol and Beer.
Go to the end of social issues of concern
The National Assembly's supreme supervision activities are always important, attracting the attention of voters and people nationwide. At this session, the National Assembly reviewed the thematic supervision report on the implementation of policies and laws on urban planning, management and land use from the time the 2013 Land Law took effect until the end of 2018. This is a "sensitive" field, especially in the face of recent issues on land management and use. The supervision results have provided comprehensive information, giving an overall picture so that policy makers and competent authorities can adjust appropriate mechanisms and policies, thereby improving management capacity in the land sector.

Based on listening to voters' opinions and recommendations and considering the proposals of the National Assembly Delegation and National Assembly deputies on outstanding issues that have caused much concern in recent times, the National Assembly decided to select the topic "implementation of policies and laws on preventing and combating child abuse" to conduct supreme supervision in 2020.
Questioning and answering questions is always a special content of each session, attracting the attention of a large number of voters and people nationwide. The two and a half day question and answer session helped clarify many issues in management and operation, answered many concerns and questions, and responded to the thoughts and aspirations of voters.
Two and a half days of questioning confirmed the effectiveness of continuing to innovate the questioning method, helping to increase the number of delegates asking questions while avoiding duplication of content.
The innovation also requires ministers and heads of sectors to conduct in-depth research and have a firm grasp of the issue in order to answer briefly, concisely, and directly to the content of the question.
During the question and answer sessions, more than 230 delegates participated in questioning and debating groups of issues revolving around 4 contents: Security, order, social safety; construction; transportation; culture, sports and tourism. National Assembly Chairwoman Nguyen Thi Kim Ngan assessed that the selected questions stemmed from pressing issues in life to aim for practical and effective solutions, meeting the demands of voters and people.
After two and a half days of questioning and answering questions, many important issues relevant to the country's socio-economic life were thoroughly answered, and were recognized and highly appreciated by National Assembly deputies, voters and people.
Efforts to innovate
A highlight of the 7th Session is the application of advanced technology. According to Secretary General of the National Assembly, Head of the National Assembly Office Nguyen Hanh Phuc, at this Session, software to support National Assembly deputies was applied for the first time.
With this software, National Assembly deputies will be provided with information about the contents placed on the National Assembly's agenda quickly and promptly, gradually reducing the provision of paper documents so that deputies no longer have to "carry" thick stacks of documents in simultaneous meetings. This software provides deputies with a rich, multi-dimensional information data system that can be searched conveniently and quickly, thereby practically contributing to improving the quality of activities of National Assembly deputies and the National Assembly.
This innovation received high praise from National Assembly delegates. According to delegate Nguyen Quang Tuan (Hanoi), the application of 4.0 technology and continuously updated documents bring many advantages and conveniences to delegates.
"Previously, each delegate had to carry dozens of kilograms of documents, but now it is much lighter thanks to convenient software. Searching and referencing documents is also much faster," a delegate commented with satisfaction.
The positive and multifaceted results of the 7th Session continue to affirm the responsibility, efforts and high determination of the National Assembly, constantly innovating, improving, and enhancing the quality and efficiency of its operations. Through each session, the activities of the National Assembly are increasingly closely linked to the people, closely following the realities of life. The National Assembly is increasingly perfecting and improving the quality of draft laws and resolutions passed, improving the effectiveness and efficiency of supreme supervision activities, and deciding on important issues of the country, clearly demonstrating the role and responsibility of being the highest representative body of the people, where the trust and expectations of voters and people nationwide are placed.../.
